The Office of the Chief Commissioner of the Islamabad Capital Territory Administration, in collaboration with the National Information Technology Board, has launched an Online Registration System for Factories and Shops and Establishments, while simultaneously presenting a working demonstration of the Labour Inspection Management System, marking a meaningful step forward in the digital transformation of labour administration in the federal capital. The initiative brings two complementary digital tools to a sector that has historically operated through manual, paper-based processes, with the combined systems designed to improve efficiency, transparency, regulatory oversight, and service delivery for both the labour department and the businesses and workers it serves.
The Online Registration System for Factories and Shops and Establishments addresses one of the most common friction points for businesses operating in Islamabad, namely the cumbersome process of registering and maintaining compliance documentation with the labour department through physical visits and manual form submissions. By moving this process online, the system enables business owners to complete registrations digitally, reducing the time and administrative burden associated with compliance while simultaneously improving the accuracy and completeness of the department’s records. The shift to an online registration framework also creates a more reliable and auditable data trail, giving regulators a clearer and more current picture of the establishments operating within their jurisdiction.
The Labour Inspection Management System complements this by digitising the inspection side of labour governance, creating a structured platform through which inspections can be scheduled, conducted, documented, and tracked in a transparent and consistent manner. Together, the two systems form an integrated digital layer over Islamabad’s labour administration that reduces the scope for delays, inconsistencies, and opacity that have traditionally characterised manual regulatory processes. The launch reflects the continued momentum of the National Information Technology Board’s broader effort to bring Pakistan’s federal administrative institutions into a unified national digital ecosystem under the Digital Economy Enhancement Project, with the Islamabad Capital Territory Administration emerging as an active partner in that transformation following the recent Memorandum of Understanding signed between the two institutions.
