MoITT Simplifies Telecom RoW NOC Process

The Ministry of Information Technology and Telecommunication (MoITT) has introduced a new One-Window Operation for Right of Way (RoW) No Objection Certificates (NOCs), aimed at streamlining the process for telecom operators.

Previously, telecom operators faced significant delays and inefficiencies in obtaining NOCs from multiple government agencies. This complicated process hindered the progress of Pakistan’s National Fiberization Vision, a plan to expand fiber connectivity nationwide.

The new One-Window Operation simplifies the process by allowing telecom operators to electronically submit their RoW applications for NOCs, eliminating unnecessary paperwork and delays. Online fee payments and a dedicated online system for complaint and dispute management further enhance transparency and efficiency.

By consolidating all procedural steps into a single platform, the system aims to make the process more transparent, cost-effective, and time-efficient. Telecom operators can now track their applications in real-time, reducing delays and ensuring smoother project execution. This streamlined approach will lower operational costs and accelerate the rollout of fiber optic networks, contributing to the faster implementation of the National Fiberization Vision.

The One-Window Operation will be accessible through both an online portal and a mobile app. It is expected to have a positive impact on the telecom sector and support the federal government’s target of achieving US$ 25 billion in exports over the next five years.
