Dr. Shoab Ahmed Khan, Chief Executive Officer of CARE Pvt Ltd and Chancellor of the Sir Syed CASE Institute of Technology, has announced his candidacy for a seat on the PASHA Central Executive Committee for the 2026 to 2028 term. Khan has spent his career working closely with the technology sector without holding formal office within its trade body, and he has framed his candidacy around the idea that a seat on the committee would let him carry out that work with a direct mandate from the industry. He also serves as an Adjunct Professor at NUST CEME and sits on bodies including the National Computing Education Accreditation Council and the National Curriculum Revision Committee, positioning his platform around governance, policy engagement and talent development.
His manifesto opens with a call to restore what he describes as a working board within PASHA, arguing that twelve members elected by a single industry should not end up adjudicating disputes among each other, and that the committee needs clearer governance and a respected process through which disagreements can be settled internally. On policy, Khan points to his existing presence in rooms where artificial intelligence, semiconductor and IT education policy are being written, and says his goal is to make sure members see decisions before they are finalized rather than after. He has also placed talent development high on his platform, proposing curriculum reform, outcome based accreditation and industry aligned training as continuations of the work he has already been doing through NCEAC and national skills committees, aimed at closing the gap between what graduates learn and what employers need.

The remaining two points of his manifesto address Pakistan’s international positioning and the recognition of local achievement. Khan wants to establish a more consistent, branded presence for the country at global events such as GITEX and LEAP, alongside sustained engagement with ASOCIO and APICTA, and he has proposed hosting an ASOCIO summit in Pakistan that would bring together representatives from twenty four member economies. On recognition, he wants to strengthen the PASHA ICT Awards, which he describes as the leading instrument for surfacing innovation within the country’s technology sector, with a focus on making the program more rigorous, wider in reach, and more meaningful when its winners are presented internationally.
Khan’s candidacy comes as PASHA members prepare to vote on September 17, 2026, for the ten open seats of the Central Executive Committee, with two additional reserved seats for women entrepreneurs to be filled the following day by the newly elected committee. Based on the Election Commission’s regional structure, voting is expected to be coordinated across Islamabad and Rawalpindi, Lahore, and Karachi, where PASHA maintains its secretariat and regional offices. Voting will take place through secret ballot between 9 am and 5 pm, with original CNIC or passport required for identity verification at polling stations.
