Lahore Development Authority (LDA) has introduced a new digital enforcement system to improve the monitoring of illegal construction, unauthorized commercial activities and properties with unpaid dues across Lahore. Under the newly issued standard operating procedures, notices, sealing operations and demolition actions will now be processed through a digital file management system, replacing several manual procedures with technology driven workflows. The initiative is aimed at improving transparency, maintaining digital records and enabling better coordination among departments involved in enforcement activities. The system categorizes enforcement cases into three areas including illegal construction, unauthorized commercial use of properties and pending dues, while all related actions will be recorded and tracked digitally.
A key feature of the new framework is the introduction of QR coded notices and geo tagged photographs that will be uploaded into the digital system along with supporting documents and records. This will allow officials to track enforcement actions online and maintain a centralized database of property related cases. According to the new procedures, de sealing of properties will only take place after fines are paid, properties are restored to their approved status or relevant authorities grant approval. The SOPs also define the responsibilities of assistant directors, deputy directors and directors in the Town Planning Wing, while all zones will be required to notify the Chief Town Planner before initiating sealing or demolition operations. LDA has also formed a committee led by the Chief Town Planner and comprising officials from information technology, revenue, legal and town planning departments to review cases related to illegal commercialization.
LDA Director General Tahir Farooq said the committee will review the planning, legal and revenue status of each property before decisions are issued. The review process will include examination of approved building plans, complaints, court orders, previous permissions, outstanding dues and digital records. All decisions and supporting documents will be uploaded into the system, while any changes made later will be recorded through an audit trail. Property owners involved in unauthorized commercial use will be given 15 days to resolve issues, while cases of illegal construction will have a five day compliance period before enforcement action proceeds. LDA has also warned that officials failing to comply with the new procedures may face departmental action.
The move is part of broader efforts to digitize urban governance and public administration in Punjab. LDA has already introduced online systems for application tracking, approvals and property related services, and the new enforcement platform extends digital monitoring to town planning and compliance operations. By integrating QR codes, geo tagging and centralized digital records, LDA aims to create a more transparent system for property management while reducing administrative delays and improving accountability. The initiative also reflects the increasing use of digital tools in government institutions to manage records, support decision making and provide citizens with more structured public services.
