Jazz has initiated the nationwide rollout of free SIMs for two million beneficiaries registered under Benazir Income Support Programme. This step aligns with the Prime Minister’s vision of promoting a cashless and transparent digital ecosystem in Pakistan. Nearly 1.7 million of these SIMs are already linked to JazzCash mobile wallets to help women enter the formal financial system and manage digital payments with improved security and independence.
The rollout follows the Prime Minister’s instruction to mobile operators to issue free SIMs to BISP beneficiaries so that vulnerable women across the country can participate in financial transactions without relying on cash. Under this model, eligible recipients will receive free Jazz SIMs that come pre-linked with mobile wallets in most cases. Future BISP disbursements will be deposited directly into these wallets which gives beneficiaries a secure and traceable way to receive and withdraw funds. It also reduces the influence of middlemen and eliminates dependency on physical cash. According to Jazz, the initiative is designed to empower women with more privacy, control and confidence in managing their own finances as they engage with digital services for the first time.
With more than ten million women enrolled under BISP, Jazz is activating the first set of two million unconnected recipients and is prepared to expand support as the country accelerates its transition to digital social assistance. Aamir Ibrahim, CEO of Jazz and Chairman of Mobilink Bank, stated that the Prime Minister’s focus on a cashless social safety net supports long term transparency and resilience. He said the initiative enables beneficiaries to manage money independently and reinforces nationwide efforts to build a dependable digital financial network.
SIM distribution has already started in Sindh and is gradually expanding into identified regions in Punjab, Khyber Pakhtunkhwa and Baluchistan. For many women, this distribution is their first introduction to digital identity and mobile wallets. The ability to receive funds directly, make digital payments, save money and use essential financial tools is expected to strengthen household stability and reduce leakages from cash-based channels. The digital wallet system is structured to provide a safer experience for beneficiaries as they interact with government support services.
Jazz states that the initiative builds on its continued efforts to support women’s digital and financial access. In line with national digitalization goals, the company aims to contribute to a system that improves financial flows, enhances transparency and supports marginalized communities in participating in the digital economy. Through this rollout, Jazz is working with the government to improve the reach of digital services and to ensure that beneficiaries have the tools needed to manage resources effectively as Pakistan progresses toward a broad based digital payments framework.
