The Hyderabad Development Authority (HDA) is planning to digitise its land, property and urban planning records as part of efforts to modernise administrative operations and improve public service delivery. The authority has held preliminary discussions with technology company Telconet regarding a proposed collaboration to establish a digital framework for managing records and improving access to information.
The discussions took place during a meeting between HDA Director General Afshan Rubab Syed and representatives of Telconet. The company’s Executive Director Khurram Javed and Director of Information and Communication Technology (ICT) Umair Shahzad attended the meeting, where officials reviewed the proposed arrangements ahead of a formal agreement. Javed also briefed HDA officials on the draft agreement and the proposed framework for cooperation between the two organisations.
According to HDA Director of Planning and Development Control Mirza Muhammad Ali, the initiative aims to develop a coordinated digital framework that can serve government departments, regulatory authorities and business associations. Digitising records related to land ownership, property and urban planning could help streamline administrative processes, improve information retrieval and reduce dependence on paper-based documentation. It could also make relevant records more accessible to institutions involved in planning and regulatory activities.
The proposed initiative reflects the growing role of digital systems in modernising public administration in Pakistan. However, the discussions remain at the preliminary stage, and the reported details do not confirm a signed agreement, implementation timeline or specific technologies to be deployed. The planned collaboration could provide a foundation for improving record management and administrative efficiency at HDA as the authority advances its digitisation plans.
