The Higher Education Commission (HEC) of Pakistan has upgraded its Enterprise Resource Planning (ERP) system from SAP ECC 6.0 to SAP S/4HANA, introducing updated digital tools for financial management, procurement and institutional administration. The upgraded platform has been operational since October 2025 under the World Bank-funded Higher Education Development in Pakistan (HEDP) Project. HEC announced the development through its official communication channels, describing the upgrade as part of its efforts to modernise institutional operations and expand technology-enabled governance. To support the system’s effective use, the commission organised a specialised training programme for employees and distributed certificates to 86 staff members who completed the training. Executive Director HEC Professor Dr Zia Ul Haq distributed the certificates and highlighted the importance of paperless workflows, expanded electronic services, data-driven decision-making and in-house technical expertise. The training initiative is intended to help employees use the upgraded platform in their daily responsibilities while developing internal capabilities for its continued operation. By combining a modernised enterprise system with staff training, HEC is seeking to improve the management of its administrative and financial processes.

The SAP S/4HANA platform integrates several operational functions, including Financial Accounting, Funds Management, Project Systems, Procurement, Inventory and Asset Management, Materials Management, and Plant Maintenance. Bringing these functions together within an enterprise system can help an organisation manage financial transactions, purchasing activities, assets and projects through connected workflows rather than relying on disconnected processes. For HEC, these capabilities are relevant to the administration of institutional resources, project expenditure and services provided to universities and other stakeholders. The upgraded system also introduces automated billing and revenue management for services including the Pakistan Education and Research Network (PERN), the HEC Digital Library and HEC Guest Houses. Automating billing processes can reduce manual data entry, improve the consistency of financial records and provide clearer visibility into revenue-related transactions. Integrated financial information can also help management review expenditure, monitor project activity and prepare reports for planning and oversight. The actual benefits depend on how consistently the system is used, the accuracy of the underlying data and the quality of internal controls. The upgrade nevertheless provides HEC with an updated technological foundation for managing multiple administrative functions within a connected environment.

Employee training is another key component of the initiative because enterprise software requires staff members who understand its functions and can apply them correctly. The 86 employees who completed specialised SAP S/4HANA training are expected to contribute to the system’s use across relevant operational areas. Developing in-house expertise can help organisations resolve routine user issues, maintain established workflows and reduce reliance on external assistance for everyday system operations. Training also helps staff adapt to changes in procedures introduced through automation, particularly when activities previously handled through paper records or separate applications move into an integrated platform. HEC has identified paperless workflows, expanded e-services and data-driven decision-making as priorities associated with its digital modernisation efforts. For these objectives to translate into practical improvements, employees need clear procedures, appropriate access permissions and continuing technical support. The commission will also need to maintain data quality and security as more activities are handled through digital systems. These requirements are particularly important for financial and administrative information, where access controls, accurate records and auditable transactions are necessary for institutional accountability. The training programme provides a foundation for wider use of the upgraded system, while ongoing staff development will remain important as additional functions are introduced.

HEC plans to extend the platform’s capabilities in the next phase by further operationalising SAP Human Capital Management (HCM), introducing Employee Self-Service (ESS) facilities through SAP Fiori-based portals, and enhancing business planning, analytics and management dashboards. HCM capabilities can support the digital handling of human resource processes, while employee self-service tools can allow staff to access selected information and complete routine administrative tasks through online interfaces. Depending on their final implementation, such portals may reduce the need for manual requests and repeated visits to administrative offices. Improved analytics and dashboards could also help managers review operational information, monitor performance indicators and make decisions using more timely data. These planned additions are part of HEC’s broader effort to expand the use of digital systems across its institutional functions. The initiative also sits within the wider context of the HEDP Project, which supports digital transformation and technology adoption across Pakistan’s higher education sector. The commission’s next challenge will be to ensure that new modules work effectively with existing functions and that employees can use them consistently. Continued implementation, training and oversight will determine how far the upgraded ERP system improves service delivery, financial monitoring and administrative efficiency across HEC.
