Government Approves Mobile Virtual Network Operator Framework To Boost Mobile Competition

Pakistan has taken a decisive step to expand its mobile telecom ecosystem with the government’s approval of the Mobile Virtual Network Operator framework. IT Minister Shaza Fatima announced that the framework aims to prioritize the entry of smaller mobile service providers, enabling them to offer services by leasing spectrum and network capacity from existing major operators rather than building their own infrastructure. The development is expected to foster competition in Pakistan’s telecom sector and diversify options for consumers across the country.

Authorities have already engaged with prospective companies regarding investment in MVNO operations, signaling a growing interest in this model. By enabling smaller operators to enter the market, the framework could stimulate competitive pricing, better customer services, and innovative mobile offerings. Experts believe that MVNOs have the potential to broaden connectivity, particularly in regions where traditional operators have limited reach, thereby enhancing overall mobile penetration in the country.

Alongside the MVNO initiative, the government is focusing on strengthening fiberization across Pakistan’s telecom networks. The plan to expand fiber infrastructure aims to improve network capacity and internet quality, which is essential for supporting faster mobile broadband and future 5G deployment. Enhanced fiberization will also provide a robust foundation for digital services in critical sectors such as agriculture, healthcare, trade, and education, ensuring that new mobile operators can deliver high-quality services from the outset.

Minister Shaza Fatima emphasized that these steps are part of the government’s broader strategy to modernize Pakistan’s telecommunications landscape. By combining the MVNO framework with enhanced fiber infrastructure, Pakistan is preparing to meet the growing demands of its digitally connected population while supporting innovation and investment in the telecom market. Industry observers say these measures will create a more competitive environment, attract international players, and accelerate the country’s transition into a fully digital economy.
