Federal Government to Finalize 5G Spectrum Auction Decisions in Pakistan

Federal government is preparing to hold a critical meeting of the Auction Advisory Committee later this week or early next week to finalize key decisions regarding Pakistan’s first 5G spectrum auction. Sources informed ProPakistani that the meeting is expected to take place following the return of Federal Minister for Finance Muhammad Aurangzeb. The outcomes will determine the roadmap and timing for the auction, which authorities plan to conduct in February or March 2026.

PTA’s consultant on 5G is set to present a comprehensive report to the committee, outlining the technical, policy, and economic aspects necessary for a transparent and competitive bidding process. The presentation is expected to include a Market Readiness Assessment, Spectrum Valuation and Pricing Strategy, Spectrum Band Allocation Plan, Rollout Obligations and Coverage Targets, and Policy and Regulatory Recommendations. This framework aims to guide the government in structuring the auction efficiently while ensuring sustainable deployment of 5G services across the country.

The auction process has faced delays due to several factors, including ongoing court cases related to spectrum allocations and the pending Ufone and Telenor merger, which PTA is reviewing after receiving clearance from the Competition Commission. Authorities expect a final decision on the merger in the coming weeks, which is likely to remove one of the major obstacles to the auction. Initial plans had targeted the end of 2025 for the auction, but these challenges required adjustments to the timeline.

Industry stakeholders note that Pakistan’s 5G rollout faces structural and economic considerations. High taxation and spectrum pricing, pending litigation on 146 MHz of spectrum, gaps in infrastructure, and limited affordability of 5G-enabled devices are cited as key challenges. Experts have suggested adopting a rational pricing model and offering deferred payment options to encourage telecom investment and ensure broader access to 5G services. Authorities and industry players are expected to rely on the committee’s recommendations to balance regulatory, technical, and market requirements before launching the next-generation mobile technology in the country.
