The federal government has issued a notification confirming the transfer, posting, and contractual appointments of several senior officers across multiple departments. The decision brings new leadership into critical state institutions and introduces appointments to the recently established Pakistan Digital Authority, reflecting the government’s focus on restructuring and strengthening administrative and digital governance frameworks.
According to the notification, Dr. Hamid Atiq Sarwar, a retired BPS-22 officer from the Inland Revenue Service, has been appointed as a member of the Strategic Transformation at Federal Board of Revenue (FBR) Headquarters, Islamabad. His appointment is on a one-year contractual basis, and his extensive career within revenue services is expected to provide valuable input in steering FBR’s reform agenda. In addition, Muhammad Ismail Iqbal, who was serving as Chief of the National Commission on the Status of Women, has been transferred and directed to report to the Establishment Division.
The federal notification also includes key postings in administrative training and financial management. Ahsan Ali Mangi, an officer in PAS grade-21, has been assigned as Director General of the National Institute of Public Administration (NIPA). His role at NIPA will be central in strengthening civil service training and preparing public sector officers for the evolving governance landscape. Similarly, Umar Ali Shah Binori, previously serving as Controller Military Accounts (DP) Rawalpindi, has been transferred to the Senate Secretariat as Chief Internal Auditor, where he will oversee audit responsibilities and ensure greater accountability within the legislative body’s financial operations.
Alongside these shifts, significant appointments have also been confirmed for the Pakistan Digital Authority (PDA), an institution that has been tasked with leading Pakistan’s digital transformation and creating a unified governance structure for digital policy execution. Prime Minister Shehbaz Sharif has approved the appointment of Dr. Sohail Munir as Chairperson of PDA, along with Muhammad Javed as a senior member. Both appointments are for a five-year term on contract, underscoring the government’s commitment to long-term leadership in digital governance. The inclusion of experienced professionals in PDA marks a step toward consolidating the nation’s digital initiatives and ensuring policy continuity.
These appointments and transfers collectively highlight the government’s ongoing efforts to reorganize and empower key institutions across revenue, administration, legislative oversight, and digital governance. By placing experienced officers in positions of responsibility, the federal leadership aims to address both structural reforms and emerging priorities, including the integration of technology into governance and the strengthening of institutional accountability.
