Federal Cabinet Approves 5G Spectrum Auction With Early Deployment Conditions

Federal cabinet has approved the auction of 5G spectrum in Pakistan, marking a significant milestone in the country’s efforts to expand next-generation mobile services and strengthen digital connectivity across urban and rural areas. This move is seen as a critical step in enabling faster, more reliable, and high-capacity mobile networks that can support a wide range of emerging technologies, including Internet of Things devices, smart city applications, industrial automation, and other digital services that rely on ultra-low latency and high-speed connectivity. Following the cabinet’s approval, the federal government is expected to issue formal policy directives in the coming weeks, which will provide a structured and transparent framework for the 5G spectrum auction process, clearly defining its objectives, scope, rules, and other essential terms of engagement. These policy guidelines are expected to ensure that the auction is conducted in a manner that promotes fair competition, protects national telecom interests, and accelerates the deployment of 5G services across Pakistan.

According to industry sources, the government intends to set relatively low base prices for each spectrum band, a strategic decision designed to encourage participation by telecom operators and ensure that the rollout of 5G services is not slowed by high entry costs. This approach is based on recommendations from the government’s consultant, which highlighted the importance of making spectrum accessible and affordable in order to facilitate rapid expansion of 5G infrastructure nationwide. In addition to pricing measures, specific conditions will be imposed on operators to ensure the early adoption of 5G services, including a requirement to launch services in major metropolitan areas within six months of the auction. The Pakistan Telecommunication Authority (PTA), which has already completed extensive preparatory work for the auction, is expected to oversee these requirements and ensure that operators meet their obligations within the defined timelines. The auction itself is currently expected to take place by mid-February 2026, and it is likely to attract significant interest from both local and international telecom players given Pakistan’s growing demand for high-speed mobile broadband.

Once the policy guidelines are formally issued, PTA will finalize the auction format and identify the spectrum bands that will be offered to operators. This process will include establishing reserve prices for each band, defining lot sizes, and setting rollout obligations to ensure timely deployment of services. Following this, a detailed Information Memorandum will be released, which will cover all technical, legal, and commercial aspects of the auction. The memorandum is expected to provide comprehensive guidance for participating operators, including auction procedures, bidding rules, eligibility criteria, spectrum caps, payment schedules, licensing terms, compliance requirements, coverage obligations, rollout timelines, and service quality standards. This document will be crucial in ensuring that the auction is conducted transparently and competitively, while providing operators with all necessary information to make informed bids.

Interested telecom operators will be required to submit formal applications along with required bank guarantees and supporting documentation to participate in the auction. Spectrum licenses will be awarded to successful bidders in accordance with the rules and obligations prescribed by PTA, ensuring that the deployment of 5G services aligns with national targets and regulatory standards. Analysts say that the successful rollout of 5G networks in Pakistan could transform mobile connectivity, delivering faster internet speeds, reduced latency, and enhanced network reliability. These advancements will not only improve user experiences for consumers but also support emerging industries, digital businesses, and smart city initiatives that rely on high-speed connectivity. The government’s decision underscores its ongoing commitment to expanding digital infrastructure, modernizing telecom networks, and positioning Pakistan among the regional leaders in the adoption of next-generation mobile technologies.
