Azad Jammu and Kashmir has taken a significant step toward enabling Fifth Generation wireless network trials in the region, allowing telecom operators and research institutions to evaluate performance, spectrum efficiency, and regulatory processes ahead of wider commercial deployment. The government shared a draft policy with Pakistan’s Ministry of Information Technology and Telecommunication, outlining the framework for testing and developing 5G services. The policy, issued by the Office of the Chief Secretary in Muzaffarabad, aligns with previous communications from Pakistan Telecommunication Authority and signals AJK’s readiness to participate in the country’s ongoing 5G rollout plans.
Under the proposed framework, spectrum blocks across multiple frequency bands would be allocated for testing purposes, including 700 MHz, 2.3 GHz, 2.6 GHz, 3.5 GHz, as well as millimeter-wave bands at 24 GHz and 39 GHz. Eligible organizations, including telecom operators, equipment manufacturers, and research institutions, would be granted temporary test and development licenses to conduct controlled trials and demonstrations. PTA, in coordination with the Frequency Allocation Board, would oversee the application process and assign spectrum within three months to facilitate timely testing. The initiative emphasizes practical evaluation of network performance, technical readiness, and the identification of challenges that may arise during broader 5G deployment.
The draft policy also promotes collaboration between industry participants and research organizations to foster innovation and knowledge sharing. By publishing annual reports that document trial outcomes and technological progress, the framework seeks to ensure transparency and accountability, while providing actionable insights to guide future commercial deployment. The focus on structured testing, evaluation, and reporting reflects Pakistan’s broader strategy of careful planning and regulation to support a reliable and efficient 5G ecosystem.
