PTA has released the results of its Independent Quality of Service Survey for the first quarter of 2025, assessing the performance of cellular networks in Pakistan across various parameters. The comprehensive evaluation, conducted in 15 cities, focused on signal strength, network accessibility, and fallback performance between 4G and 3G services. Zong ranked as the top performer in the country in terms of overall mobile network coverage, achieving full compliance in all measured locations.

Zong led the rankings with complete coverage in 15 cities for 4G signal and full compliance in 3G fallback areas where applicable. PTA’s analysis showed that Zong met all 19 compliance instances—15 cities for 4G and four for 3G fallback—making it the only operator to attain 100% performance under the evaluated criteria. This consistency in both high-speed and fallback networks gives Zong a leading edge in coverage reliability, placing it at the top of the list among the four major mobile network operators.

Jazz, despite having the largest subscriber base in the country, ranked second in the survey. It recorded successful 4G signal strength in 13 of the 15 cities but failed to meet PTA standards in two locations. Additionally, Jazz did not register any 3G fallback compliance in areas where signal handoff was required, which impacted its overall standing.

Ufone shared the third position, with a similar 13-city 4G compliance rating but a stronger fallback performance. It showed 10 compliant cities in 3G fallback scenarios but faced three non-compliant instances that affected its final coverage score.

Telenor, however, recorded the lowest performance in the survey. It showed compliance in only 8 cities for 4G and 7 cities for 3G fallback. With seven non-compliant cases across the network, it was ranked last by PTA in the overall national coverage standings.

The report underscores the importance of consistent and widespread coverage, especially as mobile data usage continues to rise across the country. Zong’s strong showing highlights its focus on network reach and service quality, making it a reliable choice for users requiring stable and extensive coverage. This is particularly relevant for business users, field professionals, and individuals working in remote or inter-city environments where dependable connectivity is crucial.

PTA’s quarterly assessments serve as an important benchmark for consumers and industry stakeholders, providing transparency into network quality and encouraging operators to continuously enhance their infrastructure and service delivery. These insights help users make informed decisions about mobile services based on location-based performance rather than just brand recognition or pricing.
