The United Arab Emirates has launched its Artificial Intelligence Readiness Index, a landmark initiative designed to assess how prepared federal entities are to embrace and lead in the era of artificial intelligence. The announcement took place at the UAE Government Annual Meetings 2025 in Abu Dhabi, where chief AI officers and representatives from multiple federal agencies came together to exchange experiences, share progress, and outline strategies for advancing AI integration across the nation’s public sector. According to reports from APP, the initiative underscores the UAE’s national vision of embedding artificial intelligence into governance, productivity, and citizen services.

At the heart of this development lies an impressive milestone: government entities across the UAE have achieved a 97% utilization rate of AI tools. This figure not only signals widespread adoption but also reflects a coordinated national effort to make artificial intelligence a key pillar of public administration. Experts at the meeting highlighted that the UAE’s approach to AI is comprehensive, spanning development, deployment, and policy implementation. The readiness index aims to measure institutional maturity in AI utilization, allowing decision-makers to identify strengths, bridge gaps, and align strategies for continuous improvement. Officials noted that such data-driven evaluation mechanisms are essential for ensuring that government agencies remain adaptable in a rapidly evolving digital landscape.

Participants in the discussions emphasized that successful AI integration requires both technological infrastructure and cultural readiness within organizations. The UAE’s 97% utilization rate demonstrates that government bodies are not merely experimenting with AI but actively embedding it into daily workflows, service delivery, and administrative processes. Experts also pointed out that AI progress is not limited to countries developing technology domestically; nations that have effectively implemented these systems are equally driving digital leadership and setting benchmarks for innovation. In this context, the UAE’s readiness index positions the country as a regional and global leader in responsible AI deployment, capable of leveraging data and algorithms to improve governance without compromising human oversight.

Officials further explained that the UAE views artificial intelligence as a means to enhance, not replace, human capability. The strategy aims to amplify productivity and empower citizens through intelligent systems that simplify tasks, increase efficiency, and enhance service quality. According to government representatives, the widespread adoption of AI across federal departments has multiplied the nation’s output potential, equating its productivity to that of 100 million people. The new era of competition, they said, is defined by intelligence, agility, and innovation rather than population size or industrial capacity. This shift signals a broader transformation in how countries measure progress and competitiveness in the digital age.

The Artificial Intelligence Readiness Index represents a significant milestone in the UAE’s journey toward sustainable digital transformation. It highlights the government’s commitment to fostering technological advancement while keeping human development at the core of progress. By ensuring that AI serves as a tool for empowerment and inclusion, the UAE continues to model how nations can responsibly balance innovation with social and ethical considerations. As federal entities refine their AI strategies under this framework, the index will act as both a benchmark and a roadmap for achieving excellence in governance through intelligent technology.
