An online meeting held on 27 August 2025 brought together representatives from the World Customs Organization’s Regional Training Center in Turkmenistan and the Academy of the State Customs Committee of Azerbaijan. The event, organized with support from the World Customs Organization’s Regional Office for Capacity Building (ROCB) in Baku, focused on enhancing professional and advanced training for customs officials. Both sides highlighted the importance of adopting digital platforms to strengthen knowledge-sharing, improve efficiency, and facilitate cross-border cooperation in customs practices.
At the core of the discussions was the WCO’s CLiKC! learning platform, an online system designed to provide training and continuous professional development for customs officers. The platform, also known as the WCO Customs Learning and Knowledge Community, serves as a central hub for distance learning, hosting a variety of resources, courses, and interactive modules tailored to the needs of customs administrations worldwide. Its flexible approach allows officers to gain access to specialized knowledge regardless of location, helping standardize skills and knowledge across different countries.
Participants noted that using the CLiKC! platform could significantly improve the training of customs specialists while supporting the development of a unified educational space across the region. By promoting digital collaboration, the system offers opportunities for customs institutions to exchange best practices, share experiences, and collectively address challenges in global trade management. Such cooperation not only enhances professional capacity but also strengthens international partnerships, making customs procedures more transparent, efficient, and consistent.
The meeting concluded with an emphasis on the benefits of continued digital adoption in customs education. Officials highlighted that the integration of CLiKC! into the training process would deepen collaboration between Turkmenistan’s WCO Regional Training Center and Azerbaijan’s Customs Academy, while also contributing to broader international capacity-building efforts. By adopting innovative learning tools, both countries are positioning their customs authorities to better respond to the growing complexities of international trade. The initiative also aligns with global efforts to modernize customs training and ensure that human resource potential remains a strong pillar of border management.
