STZA briefed the Senate Standing Committee on the Cabinet Secretariat on the ongoing development of Special Technology Zones across Sindh, offering an overview of federal efforts that support Pakistan’s shift toward a technology driven economic framework. The update reflected the government’s intent to strengthen modern infrastructure, enable high tech industries, and enhance the environment for investors. The meeting highlighted that STZA has so far notified thirty two Special Technology Zones nationwide, with seven located in Sindh. Chairman Azfar Manzoor shared that several major projects in the province are already active, while others are progressing toward becoming important centers for technology, research, and production.
Azfar Manzoor noted that NASTP Silicon, Silicon Valley STZ, and Pakistan Maritime Science and Technology Park are operational and contributing to the province’s emerging innovation ecosystem. He added that new projects such as the BYD NEV Production Zone, Sindh Education City STZ, Foundation Renewable and Technologies Zone, and Karachi IT Park are positioned to develop into significant future hubs. These initiatives are receiving further support through the Special Investment Facilitation Council, which continues working with federal and provincial stakeholders to accelerate high tech development. Zone Developers from Sindh also participated to discuss progress, requirements, and the potential for increased activity across the notified zones.
The Committee, chaired by Senator Rana Mahmood ul Hassan, reiterated its support for strengthening Pakistan’s high tech production landscape. It emphasized improvements in the investment climate, efficient policy direction, and the broader goal of enabling innovation in alignment with the national mandate for Special Technology Zones. Members of the Committee acknowledged that the transformation of these zones will play a defining role in positioning Pakistan’s technology sector for sustainable growth and in attracting both local and foreign investors interested in modern industrial development.
The session also underlined STZA’s focus on promoting technology led economic activity through licensing, facilitation, and an enabling environment for companies operating within the zones. STZA’s ten year incentives package for licensed enterprises remains a central attraction, supporting areas such as EV design and production, high tech manufacturing, data centres, RnD, and a growing base of startups. The progress shared by the Authority reflects coordinated efforts between government institutions, industry partners, and developers in Sindh working collectively to advance the future of Pakistan’s technology landscape. Individuals including Azfar Manzoor, Hamza Saeed Orakzai, Javaid Iqbal, Milad Khattak, and organizations such as Special Investment Facilitation Council, Mega Motor Co., BYD Pakistan, NASTP Silicon, Pakistan Maritime Science and Technology Park, Pakistan Software Export Board, and Sindh Education City were acknowledged within the context of this broader development ecosystem.
