Sindh government has embarked on a groundbreaking digital transformation initiative aimed at revolutionizing land administration in the province by ensuring greater accuracy, security, and efficiency in property management. In a high-level meeting of the Board of Revenue, Sindh Chief Minister Syed Murad Ali Shah stressed the importance of replacing the existing 12-step land transfer process with a streamlined single-step digital system. The move is expected to eliminate bureaucratic hurdles, reduce corruption, and enhance transparency in property transactions, paving the way for a modernized and efficient land record system.
During the meeting, Chief Secretary Asif Hyder Shah provided an overview of the digital land administration system, explaining that the initiative involves rewriting and authenticating manual land records, establishing a comprehensive digital land register, and integrating blockchain technology to ensure data integrity. Under this new system, the conventional method of physically visiting government offices for land transfers will be eliminated, and a web-based e-transfer process will be introduced. The process will be facilitated through biometric verification at designated service centers, replacing traditional paperwork with a secure and seamless authentication mechanism.
To prevent fraudulent land claims and unauthorized alterations in property records, the government is in the process of digitizing and linking essential land documents, including Village Form-VII-A and Village Form-II, with the CNICs of landowners. This initiative is aimed at securing property rights and ensuring accurate ownership records. Additionally, a digital land register is being developed to comprehensively map survey numbers across Dehs (villages), including categorizing lands that cannot be transferred, such as forests, graveyards, and leased properties. By incorporating these records into a unified database, the government intends to create a transparent and easily accessible land management system.
One of the key components of this transformation is the integration of blockchain technology, which will ensure that land records remain immutable and tamper-proof. By leveraging blockchain, the Sindh government aims to eliminate forgery, unauthorized transactions, and disputes over land ownership. The digital land title transfer system will also be linked with NADRA, FBR, and banking institutions to enable real-time verification and prevent fraudulent transactions.
To evaluate the effectiveness of the digital system, the Sindh government has sanctioned a pilot project in selected areas, including Deh Matiari and Palijani in the Matiari district, as well as Deh Bagerji in the Sukkur district. This pilot initiative, being developed in collaboration with IBA Sukkur, will serve as a testing ground for the new land management system before it is implemented across the province. The technical team at IBA Sukkur is working closely with the Board of Revenue to design a robust and user-friendly digital framework that will be scalable for future expansion.
Chief Minister Murad Ali Shah emphasized that the integration of blockchain technology, biometric authentication, and a digital land transfer mechanism will not only enhance public trust in the government’s land administration system but also set a new benchmark for real estate transactions in Sindh. He underscored the significance of this initiative in modernizing property management, securing ownership rights, and boosting investor confidence in the province’s real estate sector.
The Sindh government’s digital land administration project represents a major shift in how property records are maintained and transferred in Pakistan. If successfully implemented, the new system will eliminate traditional inefficiencies, reduce corruption, and streamline property transactions, bringing the province in line with global best practices in land management. Once the pilot project is completed and deemed successful, the Sindh government plans to extend the digital system across all districts, ensuring a seamless and corruption-free land ownership process for citizens.
