Sindh has taken a major step toward digitizing its healthcare regulation processes with the launch of a fully online platform for the registration and licensing of private hospitals and clinics across the province. This shift is being led by Sindh Healthcare Commission (SHCC) in collaboration with Sindh Business One Stop Shop (SBOSS), under the World Bank-supported Competitive & Livable City of Karachi (CLICK) project. The move aims to streamline procedures and ensure better regulatory compliance by replacing manual processes with a digital system.
The new system simplifies how private healthcare facilities interact with regulatory authorities, removing paperwork barriers that have long caused delays and inefficiencies. SHCC Chairman Dr Khalid Hussain Sheikh noted that the transition marks a significant improvement in accessibility and transparency. He acknowledged the contribution of the CLICK Project Director in facilitating this digital change, allowing SHCC to move registration and licensing completely online for the first time.
SHCC CEO Dr Ahsan Qavi Siddiqui stated that the Board of Commissioners has tasked the commission with automating all aspects of licensing and registration, not just for hospitals and clinics, but also for individual doctors. He highlighted that this broader effort is being supported through an Enterprise Resource Planning (ERP) system already nearing completion, with around 80 percent of the digital infrastructure now operational. This system is expected to centralize and standardize healthcare regulatory data across Sindh, making it easier for institutions to comply with legal and professional standards.
Board of Commissioners member Dr Mirza Ali Azhar added that the digital registration system is designed to serve both institutions and patients by ensuring fair oversight and simplifying the overall compliance process. The aim is not only to modernize documentation but also to foster accountability and strengthen service quality in the private healthcare sector.
The collaboration with SBOSS under the CLICK project is a significant part of this transformation. CLICK is designed to improve urban management and service delivery in Karachi through digital governance tools. By incorporating SHCC’s licensing and registration into SBOSS’s ecosystem, the healthcare sector now becomes a more integrated part of Sindh’s wider digital service strategy.
Through this initiative, Sindh is aiming to provide healthcare institutions with a more responsive, user-friendly system for fulfilling regulatory obligations while simultaneously enhancing state oversight and service standards. The move also aligns with national goals of promoting e-governance and digitized public service delivery. With healthcare being a critical sector, the launch of this platform sets a precedent for future digital rollouts in other provinces and sectors. The shift from manual to digital systems reflects a growing emphasis on efficiency, compliance, and modernization in provincial governance.
