The Sindh cabinet, chaired by Chief Minister Syed Murad Ali Shah, has approved the launch of a Digitalisation and e-Transfer of Title System in three pilot dehs, Matiari and Palijani in Matiari district and Deh Bagerji in Sukkur district, marking a formal launch milestone for a project that has been in development since mid-2025. Developed by Sukkur IBA University in collaboration with the Board of Revenue, the IT based system has been prepared for implementation following 100 percent digitisation of the manual land records in the three pilot dehs, moving the initiative from its earlier record digitisation phase into an actual functioning transfer system. The system will provide a secure, faceless, and one-window mechanism for electronic transfer of land titles, replacing the existing process of document registration followed by mutation, a manual procedure that has historically been described by provincial officials as an unnecessarily lengthy 12-step process.
The digital platform has been integrated with the Federal Board of Revenue, NADRA, and the Sindh e-Stamping system to enable verification and processing through a connected digital infrastructure, rather than requiring landowners to independently verify their identity and property status across separate government departments. Under the new arrangement, landowners will have free access to their land records through a secure online portal and will be able to sell, purchase, gift, or otherwise transfer their property electronically without a separate sale certificate. A single physical visit will still be required for biometric verification, after which the entire transaction can be completed through the digital system, a structure designed to minimize in-person government office visits while still maintaining a verification checkpoint against identity fraud.
People’s Service Centres, already functioning in all districts, will facilitate landowners in accessing the system and completing biometric verification and other required procedures, with additional centres potentially established at the taluka level where necessary to expand access beyond district headquarters. A Property Card will also be generated for each property and provided to the respective landowner as a secure record of property rights, giving owners a tangible, verifiable document tied to the underlying digital record. To provide legal backing for the pilot, the cabinet approved three legal instruments, including notifications relating to the Transfer of Property Act 1882, the Sindh Registration Act 1908, and the Sindh e-Conveyance Rules 2026, formalizing the regulatory framework needed for the digital transfers to carry legal weight.
The initiative builds on Sindh’s broader push toward blockchain secured land records that Chief Minister Murad Ali Shah first outlined in detail back in March 2025, when officials described plans to digitize manual land records including Village Form-VII-A and Village Form-II and link them to CNICs to prevent fraudulent claims. By July 2025, more than 100,000 documents and deeds had reportedly been registered through earlier phases of the broader digitisation effort, with the Board of Revenue continuing to work alongside Sukkur IBA University on refining the underlying technical framework. The Chief Minister said the initiative was aimed at reducing fraud, disputes, and procedural delays while improving record security and strengthening transparency and accountability in property transactions, with the practical test now shifting to how smoothly the three pilot dehs adopt the new system before any broader province-wide rollout is considered.
