SECP Registers DIGI Insurance as Pakistan’s First Digital-Only Non-Life Insurer

In a move that signals a strong step forward for digital innovation in Pakistan’s insurance sector, the Securities and Exchange Commission of Pakistan (SECP) has officially registered DIGI Insurance Limited to operate as a digital-only non-life insurance provider. This development comes as part of SECP’s broader agenda to foster innovation and digitization within the financial and insurance services landscape.

On Friday, the SECP issued S.R.O. 1335(I)/2025, formally announcing the registration of DIGI Insurance Limited under the legal provisions outlined in Pakistan’s Insurance Ordinance, 2000. The registration was granted in accordance with sub-section (1) of section 7 and pursuant to sub-section (1) of section 10 of the Ordinance. According to the notice, DIGI Insurance Limited has been permitted to conduct business as a non-life insurer specifically through digital-only operations, as defined under the Insurance Rules, 2017.

The company has been authorized to carry out insurance activities under the categories outlined in sub-clause (i), (ii), (vii), (viii), and (ix) of clause (a) of sub-section (3) of section 4 of the Ordinance. This includes a range of non-life insurance services such as fire, marine, motor, and miscellaneous insurance segments. DIGI Insurance’s license became effective from July 22, 2025, and is subject to the conditions specified in the SECP’s certificate of registration.

This move reflects a significant shift in the regulatory landscape as Pakistan begins to embrace digital-first models in traditionally brick-and-mortar financial services. DIGI Insurance is expected to leverage digital channels to provide coverage, underwrite risks, manage claims, and engage with policyholders entirely through digital platforms. This is aligned with global trends where digital insurance models are becoming increasingly prevalent due to their operational efficiency, lower costs, and enhanced customer experience.

By allowing digital-only insurance operations, SECP is fostering a regulatory environment that not only encourages innovation but also helps bridge the protection gap in Pakistan’s largely underinsured population. With a substantial portion of the country’s population lacking access to conventional insurance due to geographical, economic, or infrastructural barriers, digital insurers like DIGI Insurance can play a vital role in improving insurance penetration and financial inclusion.

This registration is likely to set the precedent for future digital insurers and attract both local and international investors looking to tap into Pakistan’s growing digital ecosystem. The SECP’s progressive approach is also expected to complement other ongoing initiatives across the fintech and insurtech landscapes, aimed at modernizing Pakistan’s financial services infrastructure.

As DIGI Insurance begins operations, industry stakeholders will be closely watching how it navigates the competitive insurance market and the extent to which it can disrupt conventional models. The digital-only license offers the potential to reshape consumer expectations, streamline operations, and make insurance more accessible, especially for younger, tech-savvy, and underserved demographics.
