SCOM Ranks First In PTA Quality Survey Across AJK And Gilgit-Baltistan

SCOM ranked first across all major mobile network quality categories in a Pakistan Telecommunication Authority (PTA) quality of service survey covering Azad Jammu and Kashmir (AJK) and Gilgit-Baltistan (GB) in the second quarter of 2026. The survey assessed SCOM alongside Jazz, Telenor, Ufone, and Zong under the Cellular Mobile Network Quality of Service Regulations 2021, covering Muzaffarabad, Lower and Upper Plate, and Assembly Hall Lower Chattar in AJK, as well as Astore, Gorkot, and Rattu in GB. PTA assessed voice calls, SMS, mobile broadband download and upload speeds, latency, webpage loading, and 4G coverage, with the exercise including approximately 4,100 voice calls and SMS messages and 3,960 mobile broadband samples across the surveyed locations.

SCOM ranked first in 4G network coverage after meeting the survey’s signal-strength requirement in all six areas, while Telenor, Ufone, and Zong shared second place, each meeting the requirement in all four areas where their 4G results were available. Jazz met the requirement in three of its four tested areas but failed in Astore, where its recorded 4G signal confidence level was 46 percent, below the 90 percent threshold. For download speeds, SCOM ranked first in four areas and second in the other two, recording 43.5 Mbps in Muzaffarabad, 41.5 Mbps in Lower and Upper Plate, and 62 Mbps at Assembly Hall Lower Chattar, with Telenor ranking second overall followed by Zong, Ufone, and Jazz. Jazz recorded just 2.9 Mbps in Astore, below the report’s 4 Mbps download benchmark. Upload speed figures were provided only for Muzaffarabad, where SCOM again ranked first at 21.5 Mbps, followed by Zong at 19.6 Mbps, Jazz at 6.4 Mbps, Ufone at 5.2 Mbps, and Telenor at 3 Mbps, with all five operators exceeding the report’s 1 Mbps benchmark in that location.

On latency and webpage loading, SCOM was compliant in all six areas for both categories, ranking first, while Ufone ranked second in both with three compliant latency results and four compliant webpage-loading results. Telenor and Zong each recorded two compliant results in both categories and shared third place, while Jazz ranked fourth for latency with one compliant result and three non-compliant results, and fourth for webpage loading with three compliant results and one failure. Jazz’s most significant problems were recorded in Astore, where the report showed latency of 1,788 milliseconds and a webpage loading time of 13.4 seconds, figures well outside acceptable performance ranges for either metric.

For voice service, PTA assessed network accessibility, call setup success, call connection time, call completion, and voice quality, with SCOM complying with all 30 measures assessed across the six areas to rank first, while Zong and Telenor each complied with all 20 measures assessed for them and shared second place. Ufone recorded 19 compliant measures and one failure, while Jazz recorded 18 compliant measures and two failures, with both Jazz and Ufone recording call connection times above the permitted 7.5 seconds in Astore. For SMS service, SCOM complied with all 12 assessed measures to rank first, Zong complied with all 10 to rank second, and Ufone and Telenor each complied with all eight measures assessed for them to share third place, while Jazz ranked fourth with seven compliant measures and one failure, recording an SMS success rate of 96 percent at Assembly Hall Lower Chattar, below the 99 percent benchmark. The report recorded no SMS delivery-time failures among any of the operators tested across the surveyed regions.
