Rawalpindi Excise Department Moves Toward Computerized Complaint Management System

The Rawalpindi Excise and Taxation Department has introduced a One-Window Facilitation Centre to centralize applications and complaints related to property tax, professional tax and motor vehicle tax. The new setup is designed to give citizens a single point for submitting their issues instead of requiring them to visit different sections of the department. Applications will be received by dedicated staff at the reception area and forwarded to the relevant department, with officials aiming to resolve cases within two days. 

From a technology perspective, the more significant development is the department’s plan to fully computerize the new facilitation centre after the initial phase. The planned system will allow applications to be monitored digitally, improve access to records and help officials track whether complaints are being processed within the expected timeframe. This would shift the process from a primarily manual, counter-based system toward centralized digital case management, where information can be recorded and monitored through a computerized workflow. 

The move builds on Punjab Excise and Taxation Department’s existing digital services. The department already provides online vehicle verification, motor vehicle tax calculation, property tax services, professional tax self-assessment and other online facilities through its website. Its website also provides an online channel for complaints and suggestions, while Excise services have been integrated into Punjab’s Dastak one-window government services platform. 

Computerizing the One-Window Centre could therefore add a dedicated tracking layer to the department’s existing digital infrastructure. Instead of simply receiving an application at a physical counter, officials could maintain a digital record of its status, route it to the relevant section and monitor its progress until resolution. The department has said the system is intended to make the process more transparent, faster and effective, potentially giving citizens greater visibility into how their applications and complaints are handled.
