PTA & GDIP Partner to Boost Digital Inclusion in Pakistan

Pakistan has taken a significant step towards improving digital accessibility and inclusion by signing a Letter of Cooperation at the GSMA Mobile World Congress 2025 in Barcelona, Spain. The agreement was signed between Chairman of PTA, Major General (R) Hafeez Ur Rehman, HI (M), and Sonia Jorge, Executive Director of the Global Digital Inclusion Partnership (GDIP). This collaboration aims to enhance digital connectivity, bridge the digital divide, and promote inclusive access to technology across Pakistan.

The signing of the Letter of Cooperation marks a critical milestone in Pakistan’s efforts to ensure that all citizens, regardless of socioeconomic background, have equal access to digital services. With an increasing reliance on digital platforms for education, healthcare, business, and government services, the initiative focuses on strengthening infrastructure, improving internet penetration, and fostering digital literacy programs.

Chairman PTA, Major General (R) Hafeez Ur Rehman, emphasized the importance of global partnerships in accelerating Pakistan’s digital transformation. He highlighted that the PTA has been actively working on regulatory frameworks that encourage innovation and investment in the telecom sector. He further stated that the collaboration with GDIP will help Pakistan align with global best practices in digital inclusion and promote policies that make technology accessible to all, especially marginalized communities.

Sonia Jorge, Executive Director of GDIP, expressed her commitment to supporting Pakistan’s vision for a digitally inclusive society. She acknowledged the strides Pakistan has made in digital infrastructure development and emphasized that strategic partnerships like this are essential for ensuring that digital access is a fundamental right rather than a privilege. She noted that Pakistan’s growing technology ecosystem presents significant opportunities for economic growth and social empowerment, and GDIP is excited to be part of this journey.

The partnership will focus on several key areas, including expanding affordable broadband connectivity, enhancing cybersecurity measures to protect users, and launching initiatives to improve digital skills among underserved populations. Special emphasis will be placed on empowering women, persons with disabilities, and rural communities by providing them with the necessary tools and resources to participate in the digital economy.

Pakistan has made considerable progress in its digital transformation, with initiatives such as the National Broadband Policy, Digital Pakistan Vision, and increased foreign investments in the technology sector. However, challenges such as affordability, lack of digital literacy, and limited infrastructure in remote areas continue to hinder widespread adoption. Through this agreement, PTA and GDIP aim to tackle these challenges head-on and create an enabling environment for digital growth.

The GSMA Mobile World Congress serves as a global platform where industry leaders, policymakers, and stakeholders from across the world gather to discuss the latest advancements in mobile technology and digital inclusion. Pakistan’s active participation and commitment to forging international partnerships highlight its dedication to positioning itself as a leading player in the global digital economy. This partnership is expected to pave the way for innovative projects that will drive Pakistan’s digital inclusion agenda forward. As the country moves towards a more connected future, collaborations like this will play a crucial role in ensuring that no one is left behind in the digital revolution.
