PSEB Conducts Survey To Improve ICT Public-Private Partnerships In Pakistan

Pakistan Software Export Board (PSEB) has initiated a comprehensive survey targeting stakeholders across the ICT industry to evaluate and enhance Public-Private Partnership (PPP) frameworks in Pakistan. The survey is designed to analyze existing policies, including the PPP Authority Act 2017, provincial PPP laws, and associated procedures. By gathering insights directly from industry participants, PSEB aims to identify gaps, inefficiencies, and regulatory hurdles that could be slowing the progress of ICT-focused initiatives. This initiative is seen as a critical step toward creating a more enabling and streamlined environment for digital growth in the country.

The primary objective of the survey is to pinpoint legal, regulatory, and procedural challenges faced by private and public entities engaged in ICT projects. By compiling feedback from a diverse range of stakeholders, PSEB intends to develop actionable recommendations to enhance the effectiveness of PPP arrangements. Experts suggest that improving these frameworks could accelerate technology adoption, promote innovation, and increase private sector investment in digital infrastructure, education, and startups. Active participation from industry professionals is expected to provide practical insights that will shape policy reforms in alignment with Pakistan’s broader digital ambitions.

Participation in the survey is open to all ICT industry stakeholders, including technology firms, startups, software exporters, and industry associations. PSEB encourages respondents to share their experiences, highlight bottlenecks, and suggest solutions that can make PPPs more efficient and transparent. The feedback collected will help refine the processes governing PPP agreements, reduce bureaucratic challenges, and facilitate smoother collaborations between public institutions and private enterprises. Insights gathered are also expected to support PSEB in aligning provincial laws and procedures with federal regulations, thereby creating a consistent framework for ICT initiatives across Pakistan.

The survey, which is accessible online, is open until Thursday, September 04, 2025. Interested participants can contribute by accessing the survey via https://lnkd.in/dqdkePSP. PSEB emphasized that stakeholder engagement is key to fostering a digital ecosystem that can compete globally while delivering local benefits. By inviting industry professionals to actively participate, PSEB is reinforcing its commitment to collaboration, transparency, and innovation, ensuring that Pakistan’s ICT sector continues to grow and thrive under strengthened public-private partnership mechanisms.
