The Punjab Information Technology Board (PITB), in collaboration with the Punjab Irrigation Department, has marked a major milestone in digital governance with its Irrigation Revenue Collection System, popularly known as e-Abiana. The system successfully collected a record Rs. 1.58 billion in a single day on April 15, 2025, under Kharif 2024 Abiana charges, showcasing the growing adoption and effectiveness of digital systems in public revenue collection.
This significant achievement was announced during a high-level meeting chaired by PITB Chairman Faisal Yousaf, with key officials including Director Ali Raza Kheiri, Joint Director Usman Waheed, and Program Manager Shehbaz Ahmad in attendance. The PITB team reviewed the performance of e-Abiana, which has proven to be a transformative solution for digitizing irrigation billing, improving transparency, and increasing revenue collection.
So far, a total of Rs. 4.64 billion has been collected for the Kharif 2024 season, out of which Rs. 2.80 billion has been collected using the Irrigation Revenue Collection mobile application by local officials such as Lumberdars and Revenue Patwaris since January 2025. This demonstrates not only the successful on-ground implementation of the platform but also the role of field operatives in ensuring last-mile integration.
The e-Abiana system, first launched in December 2020, has undergone a significant upgrade in 2024, introducing crop-based billing rates to replace the older per-acre flat rates. This shift has allowed for more accurate and fair assessments of irrigation dues based on actual crop types and water usage. As a result of this enhancement, 3.6 million digital bills were generated for the current Kharif season alone.
PITB Chairman Faisal Yousaf emphasized the broader impact of this digital initiative, noting that “The Irrigation Revenue Collection System is designed to digitize and streamline farmers’ records and billing, ensuring timely and transparent payments. It empowers farmers through access to accurate billing while improving governance with data-driven insights and accountability.”
He added that since its inception, e-Abiana has generated over 12.5 million bills and achieved total revenue recovery of Rs. 8.34 billion. The scale and effectiveness of the system stand as a strong endorsement of Punjab’s e-Governance initiatives, aligned with the vision of Chief Minister Maryam Nawaz to bring digital transformation to key public service sectors.
The success of e-Abiana signals a shift toward technology-driven governance that prioritizes transparency, accountability, and efficiency. It also serves as a blueprint for other provinces seeking to modernize traditional revenue systems and strengthen financial discipline in critical sectors like irrigation, where timely billing and collections are essential for sustainable resource management.
With continued improvements and greater integration at the grassroots level, PITB’s e-Abiana is poised to become a model of digital public finance management, ensuring that technology continues to bridge the gap between citizens and the state, especially in the agriculture-driven economy of Punjab.
