PDA And NTC Advance Sovereign Digital Infrastructure Plans

Pakistan Digital Authority and National Telecommunication Corporation are deepening their strategic partnership to advance sovereign digital infrastructure across Pakistan. Pakistan Digital Authority hosted Major General (Retired) Ali Farhan, Managing Director of National Telecommunication Corporation, for a follow-up meeting with Chairperson Dr Sohail Munir and senior officials from both organizations, building on discussions held earlier this month.

The two institutions reviewed progress on national digital infrastructure initiatives central to Pakistan’s digital government agenda, including Government Directory Services under PMOS, Government Cloud, national AI capabilities, and digital infrastructure governance. Pakistan Digital Authority and National Telecommunication Corporation agreed to advance several areas of collaboration, including strengthening governance for the country’s critical digital infrastructure and advancing government wide directory services and e-Office implementation.

The two organizations also agreed to plan a resilient, three site sovereign Government Cloud architecture built using OpenShift, alongside expanding national AI computing capacity through high performance GPU infrastructure intended to support GovGPT, Smart HR, PMOS, and future AI enabled government services. Additional areas of collaboration include enhancing institutional capacity through technical cooperation and knowledge sharing, along with coordinating policy and regulatory recommendations on cybersecurity, digital trust, and sovereign digital governance.

Both organizations will jointly develop governance frameworks, implementation roadmaps, and technical architectures to present at the upcoming National Digital Governance Forum. The continued engagement between Pakistan Digital Authority and National Telecommunication Corporation adds to a broader push toward building sovereign digital infrastructure in Pakistan, following the authority’s earlier partnership with DFINITY Foundation to establish a dedicated Pakistan Subnet on the Internet Computer Platform, reflecting a wider strategy of keeping sensitive government data and AI infrastructure hosted domestically rather than relying on foreign cloud providers.
