Pakistan To Launch Unified Digital Government Platform With World Bank Support

Pakistan is moving forward with plans to introduce a unified digital government platform as part of its broader public sector digitization strategy. The Ministry of Information Technology and Telecommunication has formally invited proposals for a national level project designed to modernize and streamline the delivery of public services across federal and provincial institutions.

The initiative, backed by financing from World Bank, aims to establish a centralized and integrated digital ecosystem that connects multiple government departments under a single framework. Officials involved in the project state that the platform will help improve transparency, enhance interdepartmental coordination, and create a more seamless experience for citizens accessing public services. By consolidating digital infrastructure and processes, the government intends to reduce duplication, improve efficiency, and enable data driven decision making across various administrative tiers.

Eligible firms from Pakistan and international markets have been invited to submit detailed proposals covering the design, development, implementation, and ongoing operational support of the proposed platform. The scope of work includes building a scalable architecture capable of supporting diverse public sector functions, while ensuring security, compliance, and long term sustainability. Authorities have emphasized that the procurement process will adhere strictly to international competitive bidding standards in accordance with World Bank regulations. This approach is intended to ensure transparency, fair competition, and broad participation from qualified technology providers.

To assist prospective bidders, Ministry of Information Technology and Telecommunication plans to conduct a virtual pre proposal session later this month. The session will provide participants with an opportunity to seek clarifications, understand technical requirements, and review evaluation criteria in greater detail. Relevant procurement documents and guidelines have already been made available through official channels to support preparation of submissions. The deadline for proposal submission has been set for the end of March 2026, after which authorities will initiate a structured evaluation process based on predefined technical and financial benchmarks.

The unified digital government platform is being positioned as a central component of Pakistan’s digital governance roadmap. By integrating federal and provincial systems into a cohesive digital framework, the project is expected to accelerate the country’s transition toward a more responsive and technology enabled public administration model. The move reflects a continued focus on leveraging digital infrastructure to strengthen institutional performance, enhance citizen engagement, and align public service delivery with global standards of efficiency and accountability.
