Prime Minister Shehbaz Sharif has approved Pakistan’s first Skills Impact Bond, an innovative initiative designed to attract private investment for equipping the youth with job-ready skills. The announcement was made during a review meeting on the national roadmap for youth employment, where the prime minister directed stakeholders to accelerate efforts in capacity-building and ensure post-training employment outcomes. The Skills Impact Bond will operate under a Pay-for-Success model, releasing public or donor funds only when independently verified results such as employment or income thresholds are achieved.
The initiative aims to align skill development programs with evolving market requirements and boost the economic participation of young individuals. Under this model, youth will be trained in contemporary technical and vocational skills, enabling them to take on employment roles both within Pakistan and abroad. The prime minister emphasized the importance of language training for foreign employment and called for a comprehensive employment roadmap detailing estimated job opportunities and projected hirings. He directed that the roadmap’s implementation progress be reviewed every two months.
The meeting acknowledged the contributions of Prime Minister’s Youth Program, the Ministry of Overseas Pakistanis Affairs, and National Vocational and Technical Training Commission in driving youth employment efforts. The prime minister reiterated that the government’s focus must remain on employable education, entrepreneurship, and digital tools that empower young people to earn and innovate. He also instructed that awareness campaigns be conducted to inform youth about employment resources available through the Digital Youth Hub.
Participants were briefed on the scope and potential of the new employment framework. The Skills Impact Bond will provide pathways to self-sufficiency, entrepreneurship, and direct job placement. Over 500,000 youth have already registered on the Digital Youth Hub, with more than 1.7 million downloads of its mobile application. The platform connects over 500 companies and institutions, offering more than 47,000 job opportunities in Pakistan and over 100,000 positions abroad. Additionally, over 2,000 scholarships are available through the portal. Connected institutions include Pakistani embassies, government agencies, private sector firms, and NGOs such as the United Nations.
The Skills Impact Bond is set to create measurable impact by linking funding to outcomes, encouraging accountability, and ensuring that skill training translates into employment. The program focuses on technical training relevant to the digital economy, construction, healthcare, automotive services, IT, and other fast-growing sectors. The federal government plans to further scale this model and integrate it with existing platforms to maximize its reach.
Federal Ministers Ahad Khan Cheema and Attaullah Tarar, Chairman Prime Minister’s Youth Program Rana Mashhood Ahmed Khan, Member National Assembly Amina Batool, and other senior officials were present during the meeting. The initiative reflects a continued push for inclusive, tech-driven employment strategies aimed at positioning Pakistan’s youth as key contributors to the national economy.
