Pakistan Govt Allocates Rs. 61.1 Billion to HEC for 159 University Development Projects in FY 2024-25

The Federal Government has allocated Rs. 61.12 billion to the Higher Education Commission (HEC) in the fiscal year 2024-25, aimed at implementing 159 development projects across public sector universities and HEC itself. This funding decision was highlighted in the recently released Economic Survey 2024-25. The entire amount was authorized for immediate use in the current fiscal cycle, reflecting a strong commitment to upgrading the country’s higher education infrastructure.

As of April 2025, HEC has disbursed Rs. 32.6 billion to fund various development initiatives across higher education institutions. These projects are strategically focused on enhancing academic and research facilities, expanding access to modern technology, and improving campus infrastructure. The development plan includes 138 ongoing projects and 21 new ones, with 26 scheduled for completion within the financial year. Funding for 18 of these nearing-completion projects has already been finalized, ensuring steady progress and timely delivery.

One of the notable components of this allocation is the continued support for the Prime Minister’s Laptop Scheme, which aims to bridge the digital divide for students across the country. From the total development budget, Rs. 12 billion was initially earmarked for this initiative. Presently, Rs. 9 billion remains allocated for the scheme, indicating a sustained emphasis on improving digital access and promoting e-learning environments within universities and colleges.

The distribution of funds reflects a policy direction that favors long-term capacity building in education through technology integration and infrastructure expansion. These initiatives are expected to provide public sector universities with essential resources to enhance learning outcomes, support faculty development, and facilitate student access to digital tools. The current allocation is in line with broader national goals of improving educational standards and fostering digital literacy among the youth.

The investment also aligns with Pakistan’s agenda to elevate its position in the global knowledge economy. Through the implementation of development projects under HEC, universities are likely to see enhancements in labs, libraries, research centers, and digital learning environments. Such improvements contribute not only to academic advancement but also support the country’s broader ambition to integrate innovation and digital competency across the education sector.

With 159 projects being overseen under this funding initiative, the scale of investment marks a significant step toward strengthening the higher education framework. The comprehensive approach of balancing infrastructure upgrades with digital enablement indicates a recognition of both physical and virtual needs of modern learning environments.

As these projects unfold during FY 2024-25, they are expected to create better educational opportunities, improve institutional capacities, and prepare students for a more technologically connected future.
