Karachi traffic police have blacklisted more than 23,000 vehicles for repeatedly failing to pay fines issued under the city’s electronic ticketing system, since the Traffic Regulation and Citation System, widely referred to as TRACS, was launched on October 27, 2025. In the approximately five months since its rollout, the system has issued over 600,000 e-challans across the city, underscoring both the scale of traffic violations being recorded and the enforcement challenges that persist in ensuring fine recovery from habitual offenders.
The figures were presented during a high-level review meeting chaired by Inspector General Sindh Police Javed Alam Odho, which was briefed by Karachi Traffic Police Chief Pir Muhammad Shah. According to the briefing, vehicles with a documented history of non-payment were added to a provincial blacklist as part of strengthened enforcement measures under the faceless e-ticketing framework. The meeting also resolved that a targeted operation would be launched after Eid ul Fitr against motorcycles being operated without number plates, a widespread violation that poses significant risks to road safety and complicates identification and accountability under systems like TRACS.
Inspector General Odho also took notice of a concerning rise in traffic accidents across Karachi during the review session, directing the relevant authorities to prepare and submit a comprehensive report identifying the underlying causes of the increase and proposing concrete preventive measures to address them. At the same time, the Inspector General acknowledged that traffic management arrangements during the ongoing month of Ramadan had been satisfactory, and affirmed that efforts are continuing to further improve the overall system, enhance convenience for road users, and expand the reach and capacity of traffic management services across the city. The meeting reflected a broader institutional commitment to using digital enforcement tools to bring greater accountability and discipline to Karachi’s notoriously congested and often chaotic road network.
