The National Incubation Centre Lahore (NICL), operating under the National Technology Fund, has announced a strategic partnership with Saudi Arabia’s Tech Horizons Ventures aimed at deepening entrepreneurial cooperation between the two countries and creating pathways for startups in both Pakistan and Saudi Arabia to scale internationally. The collaboration reflects a broader ambition to build functioning bridges between regional entrepreneurship hubs and to provide ambitious early-stage companies with the access, networks, and resources needed to grow beyond their home markets.
The partnership encompasses four core areas of collaboration. On the market entry front, NICL will facilitate Pakistani startups’ entry into the Saudi market through a structured soft-landing and venture-building programme, helping founders navigate the regulatory, commercial, and cultural landscape of one of the Gulf’s most dynamic economies. The investor networking component focuses on co-organising high-impact pitching events that connect founders from both sides with regional investors who are actively looking for scalable technology-driven opportunities. A dedicated ecosystem integration strand will bring together Pakistani and Saudi entrepreneurial communities through joint webinars and events designed to bridge knowledge gaps and foster meaningful connections between the two innovation ecosystems.
The fourth pillar centres on joint innovation projects, with both organisations committing to collaborative initiatives that support regional growth and promote creative business solutions across sectors. The partnership is backed by a notable coalition of supporting institutions, with the Ministry of Information Technology and Telecommunication Pakistan, Tech Destination Pakistan, Ignite, NETSOL Technologies Pakistan, HBL, Ayub Ghauri, Agha Abdul Rahman, Ahmed Altheneyan, and Amine Sghaier all named among the stakeholders acknowledging the initiative. NICL stated that the partnership embodies its vision of building genuine bridges between regional entrepreneurial hubs, and that it remains ready to welcome startups that are prepared to apply and benefit from the programme.
