NETSOL Technologies Limited has entered into a new agreement with the Government of Khyber Pakhtunkhwa (KP) worth over Rs. 500 million to advance the next phase of the province’s Paperless Government Project. The initiative, funded by the World Bank, represents a significant continuation of KP’s digital governance efforts aimed at modernizing public administration and enhancing efficiency across key provincial departments. According to the company’s filing with the Pakistan Stock Exchange (PSX), the new agreement builds on the foundation laid by the project’s first phase, which successfully transitioned major government workflows from paper-based systems to digital platforms.
The initial phase of the Paperless Government Project introduced automation in core administrative functions, including digital processing of Summaries to the Chief Minister, Cabinet workflows, and several other inter-departmental operations. These reforms enabled faster approvals, better coordination, and transparent tracking of official correspondence within the provincial government. Encouraged by these results, the second phase will now expand the project’s scope to cover broader inter-agency integration, ensuring that departments can share information and collaborate more effectively. NETSOL stated that the upcoming stage will introduce enhanced tools for monitoring, analytics, and auditability to support evidence-based decision-making and streamline service delivery to citizens.
This expansion of digital governance is part of the Khyber Pakhtunkhwa government’s broader digital transformation strategy, which focuses on embedding technology across all levels of governance. The new phase aims to improve administrative performance by leveraging advanced automation technologies and creating a unified platform that connects multiple departments. The approach is intended to eliminate redundancies, reduce delays in public processes, and ensure that data-driven insights are available to policymakers in real time. NETSOL’s experience in large-scale software deployment and process automation is expected to support the province’s goal of transitioning toward a fully digital administrative system.
According to NETSOL’s statement, this collaboration aligns with the World Bank’s objective of promoting transparency, accountability, and effective governance in developing economies through digital tools.
