National Vocational and Technical Training Commission (NAVTTC), in collaboration with the European Union and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), is establishing and upgrading 12 model technical and vocational education and training institutes across Balochistan. The initiative is aimed at modernising the province’s training infrastructure by equipping institutes with advanced machinery, tools, and updated learning facilities to improve the overall quality of technical and vocational education. The move is part of broader efforts to align workforce skills with evolving market and industry requirements.
According to official documents, three Centres of Excellence are being set up in Quetta and at Lasbela University of Agriculture, Water and Marine Sciences to strengthen advanced skills development and promote innovation-driven, industry-oriented training. These centres aim to bridge the gap between academic instruction and practical industry demands, ensuring that trainees are equipped with competitive, market-relevant expertise. Additionally, with assistance from China, several technical training centres in Balochistan have been upgraded with modern facilities, including heavy-duty generators, updated computer systems, and improved classroom infrastructure to create a more conducive learning environment.
Further expanding its outreach, NAVTTC has funded Technical Education and Vocational Training Authority (Balochistan TEVTA) to train 300 candidates under a cluster-based, industry-led training programme. This approach is designed to ensure direct linkage between training institutes and industry needs, enhancing employability and productivity. Speaking on the development, NAVTTC Executive Director Muhammad Amir Jan said the initiative would significantly improve youth employability, strengthen industrial output, and contribute to sustainable economic growth in the province. He noted that modernised infrastructure and market-oriented skills training form a core component of the strategy to position Balochistan as a competitive contributor to Pakistan’s skilled workforce.
Under the Prime Minister’s Youth Skill Development Program (Batch-II 2024–25), 186 institutes have been allocated across Balochistan with a target of training 6,252 trainees in multiple sectors. Information Technology leads with 69 institutes and a target of 3,125 trainees, followed by Manufacturing and Textile with 38 institutes targeting 920 trainees. Aesthetics, Health Care and Services cover 31 institutes with 700 trainees, while Agriculture includes 14 institutes with 535 trainees. Construction with Electrical and Energy has 10 institutes targeting 280 trainees, Languages account for 10 institutes with 220 trainees, Mines and Mineral Industry includes six institutes with 224 trainees, Banking and Finance covers four institutes with 140 trainees, and HMO and Driving Trades comprise four institutes with a target of 108 trainees.
