The National Database and Registration Authority (NADRA) has explained how overseas Pakistanis aged 18 and above can apply for their first National Identity Card for Overseas Pakistanis (NICOP) through its official Pak ID mobile application. The process allows eligible applicants to submit their applications online without initially visiting a NADRA Registration Centre, although additional verification or an in-person visit may be required in certain cases. NICOP serves as proof of identity and nationality for eligible Pakistani citizens residing abroad and supports their access to relevant identity services. By offering an online application channel, NADRA enables applicants to provide personal information, upload supporting documents and follow their application progress through a digital platform.

Applicants applying for the first time must provide documents establishing their Pakistani identity, family connection and overseas status. NADRA requires the CNIC or NICOP number of a parent or blood relative, where applicable, to help establish the applicant’s family record. Applicants born abroad may need to submit a detailed foreign birth certificate, an S1 form issued by a Pakistani embassy or consulate, or a citizenship or naturalisation certificate, depending on their circumstances. Proof of overseas residence or travel status is also required. Accepted documents may include a Pakistani or foreign passport, residence permit or another eligible travel document. Where the required travel or residence documentation is unavailable, an undertaking attested by a Pakistani diplomatic mission may be accepted under the applicable rules. The exact requirements vary according to the applicant’s place of birth, citizenship status and existing family records, so applicants should check the document list relevant to their case before starting the application.

To begin the process, applicants must download the official Pak ID application from the Google Play Store or Apple App Store and create an account or sign in using existing credentials. They can then select the New NICOP option and complete the online form with their personal, family, nationality and address details. Applicants must upload the required identity and supporting documents and follow the instructions for photograph and biometric verification. The application also provides an option to pay the applicable fee online, with charges depending on the applicant’s location and selected processing category. Before submission, applicants should review their information and confirm that uploaded documents are clear and consistent with their records. Once the application has been submitted, its progress can be monitored through the Pak ID app. NADRA may request additional documents or clarification if the submitted information does not meet the requirements or further verification is needed.

Biometric verification remains an important part of the first-time NICOP application process. NADRA may require verification by a parent or blood relative, while alternative procedures are available for applicants who cannot complete the standard process. Depending on the circumstances, applicants in Pakistan may need their forms attested by an authorised gazetted officer or public representative, while overseas applicants may be able to obtain verification through an eligible identity-card holder under the prescribed procedure. Applicants without the required family record may also need to follow additional witness and undertaking requirements applicable to their case. If the online process cannot be completed, NADRA may direct the applicant to a Registration Centre for further checks. The authority advises applicants to follow the specific instructions shown for their application category rather than assuming that every case can be processed entirely online. The facility reflects NADRA’s continued use of digital identity services to make applications more accessible to Pakistanis living abroad while retaining document checks and identity verification requirements.
