Ministry of Information Technology and Telecommunication (MoITT) has announced plans to commission a third-party audit of the Asan Khidmat Markaz (AKM) initiative. This independent review will evaluate the initiative’s compliance with its approved scope, technical architecture, and governing policies. The audit is part of MoITT’s ongoing commitment to ensure that AKM continues to provide efficient and secure public services, both digitally and through physical centres, as envisioned in its original framework.
The AKM initiative serves as a key government program aimed at simplifying citizen access to multiple public services through integrated platforms. Its delivery model involves collaboration among various stakeholders, including MoITT, ICT implementation partners, and infrastructure agencies such as the Capital Development Authority (CDA). Given the breadth and significance of the program, MoITT is seeking to engage a reputable and independent auditing firm. This firm will conduct a thorough validation exercise designed to identify any gaps or risks in the system, as well as opportunities to improve the overall service delivery.
The scope of the audit covers all critical components of the AKM ecosystem. The selected firm will examine the application layers, databases, middleware, and integration points to verify consistency with the approved technical documentation, including system requirements and architecture diagrams. The audit will also assess operational factors such as scalability, availability, and fault tolerance to ensure that AKM can reliably meet demand under varying conditions. Security considerations remain central, with the firm tasked to review access control mechanisms, authentication protocols, and audit logging practices against established standards including ISO 27001, OWASP, and NIST frameworks. Data protection strategies, backup routines, and disaster recovery plans will also be scrutinized to confirm robustness.
Beyond technical review, the audit will extend to process and governance aspects. This includes validation of end-to-end service workflows to confirm they function as intended, along with an assessment of governance structures overseeing decision-making and vendor management. Particular attention will be paid to service level agreement (SLA) oversight and operational accountability among partners. From a financial perspective, the audit will verify alignment with the approved Project Concept-I (PC-I) and ensure that the responsibilities and financial commitments of various entities such as the CDA and ICT operations are properly managed. A program-level evaluation of value for money will also form part of the audit scope.
MoITT clarified that this audit will not involve forensic accounting or detailed bill verification. Rather, the objective is to generate practical, prioritized recommendations that enhance service delivery effectiveness and improve citizen experience. This third-party validation reinforces the government’s commitment to transparency and continuous improvement within AKM, supporting its role as a flagship initiative in Pakistan’s digital transformation journey. The audit is expected to provide critical insights that will guide future enhancements and sustain the program’s operational integrity.
