The Ministry of IT and Telecom has signed a memorandum of understanding (MoU) with the Technology for People Initiative (TPI) at Lahore University of Management Sciences (LUMS), marking a new step in bridging government and academia to accelerate digital transformation in Pakistan. The agreement sets a framework for collaboration in advancing digital governance, strengthening cybersecurity for public digital services and systems, driving policy innovation, and enhancing public sector service delivery. It also covers capacity building initiatives such as digital skills training, gender and inclusion programs, advisory support, and applied research projects that will help shape the country’s evolving digital ecosystem.
Signed by Federal Minister for IT & Telecom Shaza Fatima Khawaja, the MoU emphasizes the government’s commitment to developing public sector digital infrastructure and promoting evidence-based policymaking through research and technical expertise. With LUMS playing an active role through TPI, the partnership will bring academic knowledge, innovation, and product development into the mainstream of public service digitization. The collaboration is designed to support pilot initiatives, software solutions, and new tools that can improve governance, expand citizen access to services, and create stronger safeguards for sensitive digital platforms.
The Technology for People Initiative, under the leadership of LUMS Vice Chancellor Dr Ali Cheema and Director Usman Khan, has been instrumental in promoting the use of technology for public benefit. Through this partnership, TPI will provide technical support and innovation capacity to complement the Ministry’s digital governance agenda. The effort is expected to improve accountability, strengthen institutional transparency, and expand public access to inclusive digital services. By combining the expertise of academia with the policymaking and execution capacity of government, the collaboration aims to foster an environment where technology becomes a tool to serve citizens more effectively and securely.
The initiative also comes at a time when Pakistan is seeking to strengthen its cyber resilience and modernize its public digital infrastructure to meet growing demands from both citizens and businesses. As digital services become central to governance, this MoU underscores the need for collaborative frameworks that integrate cybersecurity, policy design, and talent development. With LUMS students and researchers involved in applied projects, the partnership will not only benefit the state but also open new opportunities for the next generation of digital professionals.
