Senate Standing Committee on IT and Telecom on Monday passed the landmark Digital Nation Pakistan Bill 2025, paving the way for an ambitious digital transformation of the country. The bill was approved with four votes in favor and two against, signifying a pivotal moment in Pakistan’s journey toward technological advancement and digital integration.
During the session, the committee deliberated on proposed amendments to Section 7 of the bill, brought forward by a lawmaker. Initially, four members supported the amendments, but Senator Nadeem Bhutto later retracted his vote, citing concerns and reservations about the section’s provisions. As a result, the amendments failed to secure the necessary approval, leaving the original text of the section intact. Despite the debate, the overall bill was passed, underscoring the committee’s commitment to advancing digital initiatives in Pakistan.
At the heart of the bill is the establishment of a 17-member National Digital Commission, which will play a central role in overseeing Pakistan’s digital transformation. The commission will be chaired by the Prime Minister and will include chief ministers from all provinces, key federal ministers, and heads of major institutions such as FBR, NADRA, PTA, and SECP. This high-level representation underscores the government’s intent to create a cohesive and unified approach to the country’s digital development.
One of the key mandates of the commission is the creation and implementation of a National Digital Master Plan. The plan aims to transform Pakistan into a fully digital nation by fostering coordination among government bodies, streamlining digital initiatives, and addressing barriers to technological adoption. The commission will have the authority to take corrective actions in cases of non-compliance with the master plan, ensuring accountability and progress.
To implement the master plan effectively, the bill proposes the formation of a Pakistan Digital Authority. The authority will be tasked with executing the plan’s objectives and will be led by a chairman and members appointed by the Prime Minister for a four-year term. The authority will serve as the operational arm of the commission, working to translate the strategic goals into tangible outcomes.
In addition, the bill introduces a Strategic Oversight Committee to evaluate the performance of the Pakistan Digital Authority. This committee, chaired by the relevant federal minister, will monitor progress, provide guidance, and ensure that the authority remains aligned with the broader vision outlined in the master plan.
