Islamabad is set to take a major step towards becoming a smart city with the establishment of its first AI-powered Command and Control Center under the Smart Islamabad Initiative. The Rs. 708.385 million project will serve as a government-level fusion center that integrates citywide services using artificial intelligence and real-time data systems. The initiative aims to modernize the capital’s infrastructure by enhancing coordination between multiple departments and improving the efficiency of urban service delivery.
According to official reports, the Planning Division has already allocated Rs. 250 million for the initial phase of the project. The Smart Islamabad Initiative includes the creation of a centralized Command and Control Center, deployment of smart sensors and devices across the city, and the development of an AI-based data monitoring platform. Through these systems, Islamabad’s administration will be able to collect, process, and analyze real-time data to support quicker and more informed decision-making. Officials believe that the project will serve as a national model for replication in other major cities, allowing the government to expand smart governance frameworks across Pakistan.
The proposed Command and Control Center will bring together officers from multiple departments under one unified setup. This fusion center will integrate various streams of data from critical city functions, including traffic management, waste collection, public safety, and municipal operations. The goal is to create a central platform that enables greater inter-departmental coordination and operational transparency. The use of AI and digital monitoring tools will help city administrators anticipate challenges, streamline responses, and improve overall urban planning outcomes.
The National Information Technology Board (NITB), operating under the Ministry of Information Technology and Telecommunication, has been tasked with overseeing the conceptual design and technical implementation of the Smart Islamabad Initiative, also known as the Fusion Center Project. NITB aims to strengthen public service delivery through e-Governance applications that connect various government departments and agencies. This initiative supports both Government-to-Government (G2G) and Government-to-Citizen (G2C) services, focusing on scalability and integration for future smart city projects across Pakistan.
NITB has invited sealed bids from firms registered with the Income Tax and Sales Tax departments and listed as Active Taxpayers by the Federal Board of Revenue (FBR). Interested companies can access tender documents at no cost through the NITB and PPRA websites, with submissions required electronically via the Electronic Procurement and Auction Data System (EPADS). A pre-bid meeting is scheduled for October 28, 2025, at NITB’s Islamabad office, while the deadline for bid submission is November 6, 2025. Technical proposals will be opened the same day at NITB headquarters. The project represents a significant step forward in Pakistan’s smart governance agenda, reinforcing the government’s focus on data-driven decision-making and advanced digital transformation in public administration.
