UAE Revamps Residency And Visa System With New Categories And Updated Rules In 2025

United Arab Emirates carried out a wide ranging overhaul of its residency and visa framework in 2025, introducing new categories and revising existing rules to reinforce the country’s position as a preferred destination for global talent, investment, and long term residency. The reforms were approved by Federal Authority for Identity, Citizenship, Customs and Port Security and are aligned with broader national objectives focused on economic openness, labour market diversification, and the attraction of specialised skills. Officials said the updated system is designed to improve clarity, flexibility, and transparency for visitors, workers, and residents.

As part of the reforms, four new visit visa purposes were added to the existing framework. One category targets artificial intelligence specialists, allowing single or multiple entry visas sponsored by licensed entities operating in the AI sector. Another category introduces entertainment visas for individuals participating in cultural, artistic, and tourism related activities. A separate events visa was established for visitors attending conferences, exhibitions, festivals, and sporting, religious, or educational gatherings, subject to an invitation from an authorised host organisation. In addition, a maritime tourism visa was introduced as a multiple entry permit for cruise passengers and leisure boat travelers following approved itineraries and supported by licensed sponsors. Authorities said these new categories are intended to support emerging industries, creative sectors, and tourism growth.

Alongside the new visit visa options, several existing visa rules were amended to reflect updated policy priorities. Foreign truck drivers can now obtain single or multiple entry visas under stricter regulatory conditions, including sponsorship by accredited logistics companies, submission of financial guarantees, and compliance with health requirements. The rules for visiting friends or relatives were also revised to include minimum income thresholds for sponsors based on the degree of relationship. Sponsors must earn at least Dh4,000 to host first degree relatives, Dh8,000 for second and third degree relatives, and Dh15,000 when sponsoring a friend. Business exploration visas were updated to require applicants to demonstrate sufficient financial capacity, prior professional experience abroad, or formal recognition of their occupation by relevant authorities.

Residency provisions for humanitarian cases were clarified as part of the updated framework. Individuals from countries affected by war, natural disasters, or political instability may now be granted one year residency visas that can be renewed or suspended at the discretion of the authority president, and in certain cases without the need for a sponsor. The reforms also introduced specific provisions for foreign widows and divorcees who were married to UAE nationals or residents. These individuals may be eligible for six month residency permits that can be extended based on valid grounds, subject to housing and financial requirements. Custodial mothers under these provisions are allowed to sponsor their children, offering greater stability for affected families. To further improve consistency, a unified schedule for visa durations and responsible authorities was adopted across six main visa categories, standardising procedures and reducing ambiguity.

Separately, Ministry of Foreign Affairs, working in coordination with the federal authority, launched five new services for Golden visa holders. These include the issuance of electronic return documents for those who lose passports abroad, round the clock emergency assistance, humanitarian evacuation support, repatriation of remains, and access to a dedicated global hotline. Officials said these services are intended to enhance support for long term residents and investors, particularly during emergencies outside the country. The 2025 visa and residency reforms collectively reflect UAE’s continued focus on modernising its immigration system while supporting economic growth, talent mobility, and long term residency stability.
