In a significant development for Pakistan’s small and medium enterprises (SMEs), the Small and Medium Enterprises Development Authority (SMEDA) and the Pakistan Banks’ Association (PBA) have signed a pivotal Memorandum of Understanding (MoU) to improve access to finance for SMEs across the country. The MoU was officially signed at SMEDA’s Head Office, with the ceremony attended by key figures from both the public and private sectors, including Federal Minister for Industries and Production, Rana Tanveer Hussain.

Other notable attendees included Saif Anjum, Federal Secretary for Industries and Production, Socrat Aman Rana, CEO of SMEDA, and Zafar Masud, Chairman of the PBA. Senior officials from leading banks such as HBL, Bank of Punjab, and JS Bank, as well as representatives from SMEDA’s Financial Services team, also participated in the event, marking a united front in efforts to enhance financial inclusion for SMEs.

The collaboration between SMEDA and PBA is designed to address the long-standing financing challenges that SMEs face in Pakistan. Through this partnership, both organizations aim to focus on several key areas, including capacity building, research and advocacy, and awareness campaigns. The partnership will provide joint training and advisory services to improve the financial literacy of SMEs and enhance their bankability. Moreover, the initiative will identify policy gaps affecting SME clusters and sectors, while also promoting government-subsidized financing schemes and financial inclusion programs, particularly for women entrepreneurs.

At the event, Federal Minister Rana Tanveer Hussain highlighted the essential role that SMEs play in Pakistan’s economy. “SMEs are the backbone of our economy, driving employment, innovation, and economic resilience,” the Minister said. He acknowledged that SMEs often face significant barriers to accessing finance, but stressed that the collaboration between SMEDA and PBA is a crucial step toward overcoming these obstacles. He praised the two organizations for their commitment to improving financial inclusion and creating a more conducive environment for SME growth.

Rana Tanveer Hussain further commended SMEDA’s efforts to support the SME sector through training, advisory services, and policy advocacy. He also lauded PBA for its initiatives in promoting SME financing and financial inclusion. “This strategic alliance reflects our commitment to building a robust ecosystem for SMEs, enabling their growth and unlocking their potential,” the Minister added.

Federal Secretary Saif Anjum described the MoU as a milestone for the SME sector, signaling a major step toward improving access to formal financing. He reaffirmed the Ministry of Industries and Production’s full support for the initiative, stating that the partnership’s success would contribute to the overall development of the SME sector and strengthen the national economy.

Socrat Aman Rana, CEO of SMEDA, echoed these sentiments, stressing the vital economic contribution of SMEs, which account for approximately 40% of Pakistan’s GDP, 25% of total exports, and 78% of non-agricultural employment. Despite these significant contributions, he acknowledged that many SMEs still struggle to access formal finance. “This partnership is a positive step in addressing these challenges, and we are committed to regular reviews and collaboration to ensure its success,” he said.

Looking forward, the SMEDA-PBA partnership is expected to unlock new opportunities for SMEs across Pakistan, providing them with the financial tools needed to overcome barriers and grow. The initiative also aims to foster a more inclusive financial ecosystem that supports innovation and resilience within the SME sector. With continued support from the Ministry of Industries and Production, both SMEDA and PBA are committed to achieving the objectives outlined in the MoU, with the goal of creating lasting positive change for SMEs and strengthening Pakistan’s economy overall.
