PTA Releases July 2025 Mobile Network Coverage Rankings: Ufone and Jazz on Top

PTA has published the latest mobile network coverage rankings for July 2025, based on findings from its independently conducted Quality of Service (QoS) survey for the second quarter of the year. The report highlights Ufone and Jazz as the top-performing cellular networks in terms of 3G and 4G signal coverage across multiple cities in Pakistan.

Conducted between April and June 2025, the survey assessed mobile coverage across 19 cities in Punjab, Sindh, and Khyber Pakhtunkhwa. The extensive evaluation included approximately 43,000 test calls and SMS transactions, along with more than 340,000 broadband performance samples. Field teams used standardized drive-test methodologies to simulate real-world usage scenarios. Devices were set to auto-detect mode to reflect actual user behavior, switching between available technologies—2G, 3G, and 4G.

In the coverage rankings, Ufone and Jazz tied for first place. Ufone recorded full compliance in 33 instances, with 18 cities meeting 4G benchmarks and 15 meeting 3G benchmarks, while Jazz achieved compliance in 18 cities on 4G. Both operators were found non-compliant in only one city each, indicating strong consistency in delivering reliable mobile coverage. Zong followed closely in second place with a total of 31 compliant cities—17 on 4G and 14 on 3G—while facing non-compliance in three cities. Telenor ranked third, recording compliance in 22 cities and non-compliance in 13, reflecting relatively lower performance.

The survey aimed to evaluate how well each Cellular Mobile Operator (CMO) meets PTA’s signal strength standards, with a confidence level of 90% or higher. This metric ensures a statistically robust representation of network availability in various urban and semi-urban locations. Among the 19 cities included in the survey were Multan, Bahawalpur, Chiniot, and Sheikhupura in Punjab; Karachi (Central), Jacobabad, and Larkana in Sindh; and Mardan, Buner, and Mansehra in Khyber Pakhtunkhwa. Over a period of 70 days, survey teams traveled 2,570 kilometers to record data from the highest-population zones within each city.

The report currently focuses on mobile coverage compliance and does not include performance metrics such as broadband speed, voice quality, or user experience ratings. PTA has announced that these indicators will be shared in separate follow-up publications. The current findings, however, offer valuable insight into the geographic reliability of Pakistan’s mobile networks, particularly for users prioritizing consistent signal availability.

By offering transparency and benchmarking operator performance, PTA’s quarterly surveys play a key role in encouraging network optimization and competition across the telecom sector. With Ufone and Jazz emerging as the most compliant in the latest assessment, consumers and businesses can better evaluate their connectivity options based on empirical data.
