Pakistan’s e-Rozgaar Initiative to Boost Freelancing with 250 Centers by 2027

Ministry of Information Technology and Telecommunication (MoITT) is taking significant strides to promote freelancing and digital entrepreneurship in Pakistan with the establishment of e-Rozgaar Centers. These centers, designed to empower young professionals and reduce youth unemployment, are a part of the Prime Minister’s Digital Strategy, which aims to tap into the growing global digital economy.

Currently, 14 e-Rozgaar Centers have been set up across Pakistan, with plans to expand the network significantly. According to the Pakistan Software Export Board (PSEB), efforts are already underway to develop 20 additional centers. The government’s ambitious goal is to establish 250 e-Rozgaar Centers across the country by February 2027. The initiative is expected to contribute an estimated $50 million annually to Pakistan’s economy, offering a promising avenue for digital entrepreneurship and employment.

These centers play a vital role in equipping young people with the necessary tools and resources to enter the global freelancing market. By offering dedicated spaces with advanced infrastructure and access to high-speed internet, e-Rozgaar Centers enable freelancers to hone their skills, collaborate on projects, and interact with global clients. The centers are designed to make the digital economy more accessible to a wider range of individuals, regardless of their geographic location, and ensure that young professionals from all corners of the country can benefit.

The e-Rozgaar initiative also focuses on training aspiring developers, with free courses covering a variety of essential skills required for the digital marketplace. These training sessions are designed to cater to the growing demand for tech-savvy professionals in fields such as software development, graphic design, and digital marketing. Additionally, the initiative provides marketing support and covers expenses for trainers to ensure the program’s continued success.

In terms of geographical spread, the government is prioritizing the creation of e-Rozgaar Centers based on the population distribution and the growing freelance market. Punjab will see the largest concentration, with 149 centers slated for development. Sindh will have 51 centers, while Khyber Pakhtunkhwa will host 28, and Islamabad will receive 11. Balochistan, Azad Kashmir, and Gilgit-Baltistan will also see the establishment of centers, bringing digital entrepreneurship opportunities to these regions as well.

The process for establishing e-Rozgaar Centers begins with the publication of Expression of Interest (EoI) notices in local newspapers, PPRA channels, and social media platforms. These notices invite applications from interested parties to provide the infrastructure required for the centers. An independent committee evaluates the applications and selects suitable buildings to host the centers. In a bid to further incentivize the development of these spaces, the government, in partnership with commercial banks, is offering interest-free loans of up to Rs. 10 million to building owners who are willing to offer space for the centers.

This initiative is more than just a physical space for freelancing—it’s about creating a sustainable ecosystem for digital workers to thrive. The success of the e-Rozgaar Centers has the potential to address Pakistan’s unemployment crisis, particularly among the youth, and help unlock the full potential of the country’s human capital. With Pakistan’s freelance sector already growing rapidly, this initiative serves as a crucial step in formalizing and expanding the digital economy, aligning Pakistan with the global trend toward online work.

The expansion of the e-Rozgaar Centers is a commendable step in the right direction, contributing to the empowerment of Pakistan’s youth and the development of its digital economy. By providing access to necessary tools, resources, and training, these centers are shaping the future of freelancing in Pakistan and creating new opportunities for millions.
