Pakistan Requests Extension for $393.73mn World Bank Higher Education Project

The Pakistan government has requested the World Bank for a fourth restructuring of the Higher Education Development in Pakistan (HEDP) project, amounting to $393.73 million, in order to complete crucial information technology and IT-related activities in universities. The project, now in its sixth year, aims to support research excellence, enhance teaching and learning, and improve governance in the higher education sector. The Economic Affairs Division has formally requested a four-month extension to the current closing date, seeking additional time to finalize five remaining IT-related service packages that are already in advanced stages of implementation.

Delays in shipment and deployment of IT hardware and software have hindered progress, prompting the need for more time. The extension will allow the establishment of digital infrastructure at various universities, which is expected to have a lasting impact beyond the official project period. The project’s overall progress is currently rated as moderately satisfactory.

Significant progress has been made under the project so far. Research grants awarded in different years have met varying outcome levels—31 grants from Year 2 achieved 80% of targets, 28 grants from Year 3 achieved 60%, and nine RTTGs awarded in Year 5 have reached 50% of their targets. The National Academy of Higher Education has trained over 1,100 faculty members and 900 higher education managers. Fifty Quality Enhancement Cells in affiliated colleges have completed Self-Assessment Reports. Additionally, twenty affiliating universities have implemented a career and internship framework, and 300 higher education institutions have been connected to the Pakistan Education and Research Network. HEC has also approved key policy documents, including the Undergraduate Education Policy and the Open Distance Learning Policy. Nine out of eleven intermediate results indicators have already been met, with the remaining two expected by the end of June 2025.

As of June 10, 2025, the project has disbursed $375.70 million from the International Development Association credit, including $319 million for Performance-Based Conditions and $56.70 million for the Investment Project Financing component. A final disbursement of $12.3 million is being processed, while the remaining IPF funds will be disbursed in fiscal year 2026.

The current restructuring request is solely for extending the closing date to October 31, 2025. No changes are being proposed to the project development objectives, activities, indicators, implementation arrangements, or financial management and monitoring mechanisms. Existing procedures for budgeting, disbursement, accounting, and reporting will continue without revision.

Previously, the HEDP project underwent three restructurings. The first in June 2021 added a new component to support continued learning during COVID-19 and reallocated funds to meet evolving needs. The second in June 2023 redirected unutilized funds toward new RTTGs focused on emergency response, climate change, and financial autonomy improvements. The third in April 2024 extended the project by 12 months, dropped two PBCs, and reallocated $4 million to support IT initiatives and a graduate tracer study. This fourth restructuring will focus entirely on ensuring completion of remaining IT infrastructure at universities within the new timeline.
