Pakistan Outlines AI Strategy To Drive Security, Innovation And Youth Empowerment

At Margalla Dialogue 2025, Federal Minister for IT & Telecom Shaza Fatima Khawaja detailed Pakistan’s strategic approach to artificial intelligence, emphasizing its role in supporting national security, sovereignty, and long-term sustainable development. The Minister highlighted the importance of leveraging AI responsibly to enhance public sector efficiency, safeguard critical infrastructure, and empower citizens through accessible and inclusive digital initiatives. This focus reflects the government’s broader commitment to embedding advanced technologies into governance, economic planning, and social services.

Central to Pakistan’s AI agenda is the Inspire AI initiative, which seeks to nurture talent, promote innovation, and integrate AI solutions across multiple sectors. The program encourages youth participation and aims to position Pakistan as a responsible leader in the global AI ecosystem. The initiative also focuses on enabling startups, researchers, and entrepreneurs to apply AI for socially and economically beneficial projects, contributing to a knowledge-driven economy. Through Inspire AI, the government envisions a digital landscape that supports creativity, innovation, and equitable access to emerging technologies, reinforcing the country’s ability to respond to technological and societal challenges.

The six-pillar National AI Policy forms the foundation of Pakistan’s AI strategy, addressing key dimensions such as research and development, infrastructure, governance, ethical standards, digital literacy, and capacity building. Federal Minister Khawaja stressed that the policy is designed to ensure AI adoption occurs in a secure, transparent, and ethical manner. By establishing clear regulatory frameworks and supporting institutional capacity, the policy aims to mitigate risks while encouraging responsible innovation. The strategy also aligns with broader initiatives to modernize digital infrastructure and create an ecosystem that supports AI deployment across health, education, agriculture, finance, and public services.

In her address, the Minister emphasized that Pakistan’s AI roadmap is intended to balance technological advancement with national priorities. The government’s vision is to cultivate a workforce equipped with the skills necessary for an AI-driven economy, while simultaneously enhancing governance and service delivery. Inspire AI and the National AI Policy are expected to strengthen partnerships between the public sector, academia, and private industry, enabling collaborative research and innovation. By promoting secure, inclusive, and accountable AI deployment, Pakistan is taking steps to ensure that emerging technologies contribute positively to economic growth, societal well-being, and national resilience in the rapidly evolving digital era.
