The Ministry of Information Technology and Telecommunication (MoITT) has issued a formal request for comprehensive implementation reports confirming 100% adoption of the E-Office system across all federal ministries, attached departments, State-Owned Enterprises (SOEs), and regulatory bodies. This move aims to accelerate Pakistan’s digital governance transformation and enhance administrative efficiency and transparency throughout government institutions.
This directive follows a pivotal cabinet decision made on May 19, 2025, which mandated the swift integration of government entities with the E-Office platform, a digital office automation system designed to replace traditional paper-based processes. The decision underscores the federal government’s commitment to modernizing bureaucratic workflows and promoting a paperless administration.
According to an official notification issued by the Ministry of Science and Technology (MoST) on May 20, 2025, all SOEs and regulatory authorities are required to be fully integrated with the E-Office system immediately. The notification also reiterated the previous deadline set for all ministries and divisions to achieve complete adoption by December 31, 2024. Now, ministries and divisions are being called upon to submit signed certificates as proof of compliance, while MoITT has been tasked with compiling and consolidating these reports for presentation to the Prime Minister’s Office and the Cabinet Division.
To encourage prompt and effective implementation, the government has introduced a performance-based incentive mechanism. The top three ministries or divisions that demonstrate the most efficient and timely integration of the E-Office system will be publicly recognized on August 14, 2025, Pakistan’s Independence Day. This initiative is designed to foster healthy competition among federal entities and instill a culture of digital governance excellence.
The cabinet has also highlighted cybersecurity as a vital component of the E-Office rollout. In response, the Ministry of IT and Telecom has been directed to ensure that robust cybersecurity measures are embedded across all digital office platforms. This is critical to safeguard sensitive government data and maintain trust in the digital transition process.
Administrative secretaries in various departments have been explicitly instructed to actively promote awareness and training within their organizations about the urgency and benefits of adopting the E-Office system. Their role will be crucial in overcoming resistance to change and ensuring that the transition to digital workflows is smooth and comprehensive.
