Pakistan Engages Consultant for $77M DEEP Project to Enhance Digital Public Services

The government of Pakistan has initiated the hiring of a consultancy firm to support the implementation of the $77.73 million Digital Economy Enhancement Project (DEEP), a major step in the country’s effort to modernize its digital public infrastructure. Backed by financial support from the World Bank, this project is led by the Ministry of Information Technology and Telecommunication and is centered on creating citizen-centric digital services and improving service delivery across federal and provincial government agencies.

As part of the project, the selected consultancy will conduct a detailed review of existing public service frameworks, identifying gaps in service delivery and recommending areas for digital transformation. A comprehensive inventory of digital and manual services will be created to assess efficiency, user accessibility, and interoperability across departments. This assessment will form the foundation for the development of a unified National Citizen Portal, designed to streamline access to public services through a digital-first approach.

The scope of the consultancy includes reengineering business processes to eliminate redundancy and simplify workflows. The redesign of services will focus on improving efficiency and enhancing the user experience, while ensuring compliance with national digital standards and regulatory frameworks. Through a whole-of-government model, the project will introduce the Pakistan Digital Government Enterprise Architecture, a blueprint aimed at integrating disparate departmental systems and redefining operational frameworks across data, business, service, and technology layers.

To operationalize this digital vision, the firm will design a secure and scalable web platform and super app that will aggregate services from multiple government departments. These platforms will support cross-channel access, enable a unified user experience, and offer robust backend integration with government databases. Ensuring security and privacy will be a core component of the design. The firm will adhere to internationally recognized cybersecurity protocols and implement digital payment solutions with built-in fraud prevention mechanisms.

The consultancy will also be responsible for conducting a comprehensive risk and vulnerability analysis, including penetration testing and validation of all components to confirm system resilience. Legal and regulatory compliance will be embedded throughout the design and deployment processes, with full documentation and audit trails to support transparency and accountability. Additionally, the firm will implement rigorous quality assurance protocols to verify that all systems meet performance, security, and functional standards before deployment.

The digital platforms developed through DEEP are expected to reduce costs associated with public service delivery, improve tax collection mechanisms, and ensure broader inclusion of citizens and businesses in Pakistan’s digital ecosystem. The engagement of a specialized consultancy is a critical step in building a digitally empowered public administration that emphasizes service integration, citizen convenience, and national-level coordination through technology.
