The Ministry of Information Technology and Telecommunication has initiated work on a National Super App and Web Portal that will serve as a one-stop access point for a wide range of government services across both federal and provincial levels. The project is being developed under the Digital Economy Enhancement Project (DEEP) with support from the World Bank and reflects a whole-of-government approach aimed at integrating public service delivery. By focusing on interoperability, security, and scalability, the platform will allow citizens and businesses to interact with government entities through a unified digital interface, reducing dependence on physical visits to offices and enabling 24/7 accessibility.
At the core of the initiative is the creation of a National Digital Portal that will streamline processes such as license renewals, tax filings, permit applications, and access to health and education services. The system will integrate with national digital identity frameworks like NADRA’s digital ID and the National Data Exchange Layer to ensure secure authentication, including biometric verification. With features such as single sign-on, personalized dashboards, and multilingual support, the platform aims to simplify user navigation and improve inclusivity. The focus on digitization of workflows will also enhance transparency in governance, reducing manual effort and administrative costs while improving efficiency in areas such as fee collection, compliance, and communication between government and citizens.
The super app is being built around Pakistan’s Digital Government Enterprise Architecture, ensuring unified standards for business processes, technology, and information management. It will employ advanced security protocols including zero-trust models, end-to-end encryption, and compliance with global standards such as GDPR, alongside Pakistan’s forthcoming Personal Data Protection Bill. In addition to core government services, the system is designed for scalability, making it capable of integrating new features over time, such as third-party solutions, subscription-based services, and in-app advertising. This will allow the platform to remain sustainable while continuously adapting to the evolving digital ecosystem.
To advance development, the IT ministry has begun hiring a consultancy firm tasked with designing and building the system on a microservices-based framework. This modular architecture will make it easier to scale, maintain, and upgrade, while also ensuring smooth integration of diverse services through a robust API layer. The emphasis on citizen-centric design is expected to improve user experience, while interoperability with existing systems will enable seamless data exchange across departments. Once operational, the National Super App and Web Portal will become a central hub for government-to-citizen and government-to-business interactions, aligning with Pakistan’s Cloud First policy and digital transformation goals.
