Pakistan formally adopted the Islamabad AI Declaration on 9 February 2026, setting out a sovereign, responsible and capability driven national approach to artificial intelligence. The declaration establishes a clear policy direction that positions AI as a strategic national capability rather than a trend driven technology wave. It emphasizes that Pakistan’s AI trajectory will be grounded in institutional readiness, domestic data sovereignty and practical implementation frameworks aligned with national priorities. The document outlines a structured philosophy centered on private sector leadership with government enablement, ensuring that innovation is driven by industry while regulatory clarity, governance mechanisms and policy support are provided by the state.

The declaration defines AI development in Pakistan as human accountable and use case first. This principle ensures that artificial intelligence systems are deployed to solve defined problems across governance, economic sectors and public services, rather than being adopted without measurable objectives. It frames AI as a tool to strengthen Digital Society, Digital Economy and Digital Governance, embedding the technology across service delivery, economic modernization and administrative efficiency. The framework underscores that the focus is not on hype but on building sustainable national capability. By doing so, it seeks to channel investments toward structured programs that enhance productivity, transparency and public trust.

A core pillar of the Islamabad AI Declaration is sovereign data and trusted governance. The document stresses that AI systems operating within Pakistan must be built on secure, nationally governed data ecosystems and supported by robust oversight mechanisms. This includes establishing clear accountability structures, ethical guardrails and compliance frameworks to manage risks associated with emerging technologies. By emphasizing sovereignty, the declaration signals Pakistan’s intention to maintain control over critical digital infrastructure and datasets while enabling responsible innovation.
