Federal Cabinet Approves Higher Education Commission (HEC) Amendment Bill 2023

The approval of the Higher Education Commission (HEC) Amendment Bill 2023 by the federal cabinet marks a significant advancement in the field of education in Pakistan. Under the new amendments, the prime minister will assume the role of the controlling authority of the HEC, granting the government stronger control in this area. The prime minister now has the power to remove the HEC chairman before the completion of their term.

One key change brought by the amendment is designating the HEC as the sole regulatory body responsible for overseeing all higher education institutions in the country. This consolidation aims to establish uniform standards and procedures, streamlining the governance of these institutions.

Furthermore, the amendment eliminates the provision that equated the authority of the HEC chairman to that of a federal minister. This modification clarifies the chairman’s role and defines their function more precisely.

These changes were introduced in response to the implementation of the 18th Amendment, which resulted in a reduction of the HEC’s authority. The legislative amendment seeks to enhance the HEC’s capacity to effectively regulate and improve the higher education sector by redefining the relationship between the government and the commission.

The approval of the HEC Amendment Bill represents a pivotal moment in the governance of higher education, demonstrating a concerted effort to elevate the quality and accountability of educational institutions nationwide.
