It is year 1989 and the date is March 12. Tim Berners-Lee submits his proposal to CERN for developing a new way of linking and sharing information over the Internet.
This was the first time a system was proposed by Berners-Lee that led to the formation of the ultimate World Wide Web. However, history tells us that this was a first proposal draft, and was a relatively vague request to research the details and feasibility of such a system.
Later, on November 12, 1990, a proposal was submitted by him again, with much more direct details of the actual implementation of the World Wide Web.
